MEMBERS PRESENT: Commissioners Calvin Hardin and Chris McCoy
MEMBERS ABSENT: Commissioner Chris Dopp
STAFF PRESENT: Alicia Greene, Deputy City Clerk: Bill Beaty, Fire Chief: Chelsea Sears, HR Generalist;
Michelle Hull, HR Director and Kimberly Holley, DEI Officer

CALL TO ORDER: Commissioner Hardin called the meeting to order at 4:01 PM.
APPROVAL OF MINUTES
Commissioner McCoy noted the first order of business was to approve the January 31, 2023 Civil Service
Commission minutes.
Comm. McCoy, supported by Comm. Hardin, made a motion to approve the Civil Service Commission meeting
minutes of January 31, 2023. All in favor, none opposed. Motion approved.
PETITIONS AND COMMUNICATIONS: There were no petitions or communications.
REPORTS: Chief Beaty provided a copy of the 2022 Annual Report “City of Battle Creek Fire Department” to
each commissioner.
UNFINISHED BUSINESS: There was none.
NEW BUSINESS:
1. Comm. Hardin noted the next item was to certify Nominee Brock Howland to the position of Fire Training
Officer for 90 days, beginning Sunday, April 2, 2023, asking if there were any questions or comments.
Comm. McCoy, supported by Comm. McCoy, made a motion to certify Nominee Brock Howland to
the position of Fire Training Officer for 90 days, beginning Sunday, April 2, 2023. All in favor, none
opposed. Motion approved
2. Comm. Hardin noted the next item was to certify Candidates #21 - #25 on the 2021 Entry Level Firefighter
Eligibility List (Stewart Edwards, Brandon Woolley, Andrew Mcelfresh, Chandler Martin, and Kyle
VanDussen), asking if there were any questions or comments.
Comm. Hardin, supported by Comm. McCoy, made a motion to certify Candidates #21 - #25 on the
2021 Entry Level Firefighter Eligibility List. All in favor, none opposed. Motion approved.
3. Comm. Hardin noted the next item was to certify Candidates #26 - #30 on the 2021 Entry Level Firefighter
Eligibility List (Andrew Dominick, Nolan Loss, Daniel Kersting, Timothy Waterson and Joseph Allred),
asking if there were any questions or comments.
Comm. Hardin, supported by Comm. McCoy, made a motion to certify Candidates #26 - #30 on the
2021 Entry Level Firefighter Eligibility List. All in favor, none opposed. Motion approved
PUBLIC COMMENT: There were no public comments.
COMMISSION COMMENT: There were no commission comments.
NEXT MEETING: April 24, 2023 at 4:00 PM.
ADJOURNMENT: Commissioner Hardin adjourned the meeting at 4:15PM.

MCL 38.512 Sec. 12(2) Vacancies in positions in the fire and police departments above the rank of fire fighter or police officer
shall be competitive and shall be filled by promotions from among persons holding positions in the next lower rank in the
departments who have completed 2 years in that rank and who have at least 5 years in the department. If there are more
vacancies than there are persons with 5 years in the department, the commission may lower the requirements to 3 years in the
department. If no person or persons have completed 2 years in the next lower rank, the commission may hold examinations
among persons in such rank as to all intent and purposes as though 2 years of service had been completed by those persons.
