DANGEROUS BUILDINGS HEARING MINUTES June 12, 2013 1:00 P.M. CITY HALL 10 N. DIVISION STREET COMMISSION CHAMBERS 3RD FLOOR – ROOM 301 BATTLE CREEK MI 49014 1. Call to Order: 1:02 2. Roll Call: Carman Hamilton 3. Staff Members Present: Dennis McKinley, Code Compliance Administrator, Lisa Silkworth, Secretary, Don Wilkinson, Building Inspector 4. Additions/Deletions to the Agenda: Remove 181 Harris Ave 5. Approval of Minutes: Mr. Hamilton approved the minutes from April 2013. 6. New Business: a. 18 Angell (Commercial) Issue#EN13-00488 Code Compliance Administrator: Dennis McKinley Property owner, not present. Dennis McKinley, Code Compliance Administrator, noted the property has been vacant over 180 days, no water service and lacks property maintenance. Mr. McKinley recommends affirming it as a dangerous building. Mr. Hamilton affirmed it as a dangerous building and gave thirty days to bring it into compliance. b. 321 E Burnham (House) Issue#EN13-00885 Code Compliance Administrator: Dennis McKinley Property owner, not present. Dennis McKinley, Code Compliance Administrator, noted the property has been vacant over 180 days, no Dangerous Buildings Hearing June 12, 2013 Page 2 of 5 water service and lacks property maintenance. Mr. McKinley recommends affirming it as a dangerous building. Dennis McKinley, Code Compliance Administrator, noted the property has been vacant over 180 days, no water service and lacks property maintenance. Mr. McKinley recommends affirming it as a dangerous building. Mr. McKinley also noted the owner has signed an Affidavit to Demolish allowing the City to tear it down. Mr. Hamilton affirmed it as a dangerous building and gave thirty days to bring it into compliance. d. 181 Harris Ave. (House) Issue#EN08-11040 Code Compliance Administrator: Dennis McKinley REMOVED e. 700 W Michigan Ave. (Commercial) Issue#EN12-02712 Code Compliance Administrator: Dennis McKinley Property owner, not present. Dennis McKinley, Code Compliance Administrator, noted the property has been vacant over 180 days, no water service and lacks property maintenance. Mr. McKinley recommends affirming it as a dangerous building. Mr. Hamilton affirmed it as a dangerous building and gave thirty days to bring it into compliance. Mr. McKinley recommends affirming it as a dangerous building. Mr. Hamilton affirmed it as a dangerous building and gave thirty days to bring it into compliance. g. 125 Oaklawn (House) Issue#EN13-01334 Code Compliance Administrator: Dennis McKinley Property owner, not present. Dennis McKinley, Code Compliance Administrator, noted the property has been severely damaged by fire. Mr. McKinley reported there is a building permit in process and a mechanical permit has been pulled. Mr. McKinley recommended granting ninety days to bring it into compliance. Mr. Hamilton affirmed it as a dangerous building and granted ninety days to bring it into compliance. h. 129 Orchard Ave. (House) Issue#EN13-01666 Code Compliance Administrator: Dennis McKinley Property owner, not present. Dennis McKinley, Code Compliance Administrator, noted the property has been vacant in excess of 180 days, no water service and lacks property maintenance. Mr. McKinley recommends affirming it as a dangerous building. Mr. Hamilton affirmed it as a dangerous building and gave thirty days to bring it into compliance. Dangerous Buildings Hearing June 12, 2013 Page 4 of 5 i. 148 Orchard Ave. (Garage Only) Issue#EN13-01667 Code Compliance Administrator: Dennis McKinley Property owner, Tamara Harner, present. Dennis McKinley, Code Compliance Administrator, reported the garage has structural damage and is in disrepair. Ms. Harner has received a check from the insurance company and has a deposit with a construction company. Ms. Harner stated the garage will be demolished and a new one built in its place. Mr. Hamilton noted all material needs to be removed. Mr. Hamilton affirmed it as a dangerous building and gave thirty days to bring it into compliance. j. 120 Seivour (House) Issue#EN13-01476 Code Compliance Administrator: Dennis McKinley Property owner, not present. Dennis McKinley, Code Compliance Administrator, noted the property has been vacant more than 180 days, no water service and lacks property maintenance. Mr. McKinley recommends affirming it as a dangerous building. Mr. Hamilton affirmed it as a dangerous building and gave thirty days to bring it into compliance. k. 24 Vale (Garage Only) Issue#EN13-00915 Code Compliance Administrator: Dennis McKinley Property owner, not present. Dennis McKinley, Code Compliance Administrator, noted the garage is in disrepair and not adequate to support the load. Mr. McKinley recommends affirming it as a dangerous building. Mr. Hamilton affirmed it as a dangerous building and gave thirty days to bring it into compliance. Dennis McKinley, Code Compliance Administrator, noted the property has been vacant 180 days, no water service and lacks property maintenance. Mr. McKinley recommends affirming it as a dangerous building. Mr. Hamilton affirmed it as a dangerous building and gave thirty days to bring it into compliance. 7. Public Comments: Ms. Rodriguez was observing the meeting and questioned when a building is put on the dangerous buildings list. Lisa Silkworth, Secretary, explained the process. 8.
