DANGEROUS BUILDINGS HEARING MINUTES March 12, 2014 1:00 P.M. CITY HALL 10 N. DIVISION STREET COMMISSION CHAMBERS 3RD FLOOR – ROOM 301 BATTLE CREEK MI 49014 1. Call to Order: 1:05pm 2. Roll Call: Carman Hamilton 3. Staff Members Present: Dennis McKinley, Code Compliance Administrator, Don Wilkinson, Building Inspector, Lisa Silkworth, Secretary 4. Additions/Deletions to the Agenda: none 5. Approval of Minutes: Mr. Hamilton approved the minutes from the February 12, 2014 meeting. 6. New Business: a. 292 Capital Ave SW (House) Issue#EN14-00696 Code Compliance Administrator: Dennis McKinley Property owner, not present. Don Wilkinson, building inspector, stated the property was severely damaged by fire. Mr. Wilkinson recommended it be affirmed as a dangerous building. Mr. Hamilton affirmed it as a dangerous building and granted thirty days to bring it into compliance. b. 17 Magner (House) Issue#EN14-00416 Code Compliance Administrator: Dennis McKinley Property owner, Patricia Lees, present. Don Wilkinson, building inspector, noted the property was damaged by fire. There was a cost estimate of repair of $20,117 and a SEV of $15,364. Ms. Lees has the intention to make the necessary repairs to the Dangerous Buildings Hearing March 12, 2014 Page 2 of 4 house. Ms. Lees is stated she is having difficulty dealing with the insurance company. Ms. Lees noted they have cleaned up the property and winterized the property. Ms. Lees is dealing with Ocwen Mortgage and State Farm. Mr. Hamilton clarified the address. Ms. Lees stated she has a contract with Herriff Construction to make the repairs. Mr. Hamilton affirmed it as a dangerous building and granted sixty days to bring it into compliance. c. 202 Main Street (Commercial) Issue#EN14-00161 Code Compliance Administrator: Dennis McKinley Property owner, not present. Don Wilkinson, building inspector, noted the property is vacant and lacks maintenance. The cost estimate of repair is $73,357 with a SEV of $12,698. Mr. Wilkinson recommended affirming it as a dangerous building. Mr. Hamilton affirmed it as a dangerous building and granted 30 days to bring it into compliance. d. 43 N McKinley (House) Issue#EN14-00390 Code Compliance Administrator: Dennis McKinley Property owner, not present. Don Wilkinson, building inspector, stated the property was severely damaged by fire. The cost estimate of repair is $81,515 and the SEV is $27,402. MR. Wilkinson noted the house also had broken water lines. Mr. Wilkinson recommended it be affirmed as a dangerous building. Mr. Hamilton affirmed it as a dangerous building and granted thirty days to bring it into compliance. e. 390 E Michigan Ave (Commercial) Issue#EN14-00162 Code Compliance Administrator: Dennis McKinley Property owner, not present. Don Wilkinson, building inspector, noted the property is vacant and lacks maintenance. The cost estimate of repair is $45,667 with a SEV of $10,420. Mr. Wilkinson recommended affirming it as a dangerous building. Mr. Hamilton affirmed it as a dangerous building and granted 30 days to bring it into compliance. Don Wilkinson, building inspector, stated the property was severely damaged by fire. The cost estimate of repair is $68,460 and SEV $25,626. Mr. Wilkinson recommended it be affirmed as a dangerous building. Mr. Hamilton affirmed it as a dangerous building and granted thirty days to bring it into compliance. g. 893 W Territorial (Commercial) Issue#EN14-00085 Code Compliance Administrator: Dennis McKinley Property owner, not present. Don Wilkinson, building inspector, noted the property is vacant and lacks maintenance. The cost estimate of repair is $52,040 with a SEV of $42,621. Mr. Wilkinson recommended affirming it as a dangerous building. Mr. Hamilton affirmed it as a dangerous building and granted 30 days to bring it into compliance. 7. Public Comments: none 8. Adjournment: 1:25pm The City of Battle Creek will provide necessary reasonable auxiliary aids and services, such as signers for the hearing impaired and audiotapes of printed materials being considered in the meeting upon reasonable notice to the City of Battle Creek.
