DANGEROUS BUILDINGS MINUTES July 9, 2014 1:00 P.M. CITY HALL 10 N. DIVISION STREET COMMISSION CHAMBERS 3RD FLOOR – ROOM 301 BATTLE CREEK MI 49014 1. Call to Order: 1:10 2. Roll Call: Carman Hamilton 3. Staff Members Present: Dennis McKinley, Code Compliance Administrator; Donald Wilkinson, Building Inspector; Lisa Silkworth, Secretary 4. Additions/Deletions to the Agenda: 365 W Michigan 5. Approval of Minutes: Mr. Hamilton approved the minutes from the May meeting. 6. New Business: a. 128 S 26th (House) Issue#EN14-20264 Building Inspector: Don Wilkinson Property owner, not present. Don Wilkinson, Building Inspector, reported the house has had some work done but the progress has slowed. Mr. Wilkinson noted the cost estimate still exceeds the SEV. Mr. Hamilton affirmed it as a Dangerous Building and gave thirty days to bring it into compliance. Affirmed. b. 206 Cherry St (House) Issue#EN14-20726 Building Inspector: Don Wilkinson Property owner, not present. Don Wilkinson, Building Inspector, reported the house has no utilities and appears to be vacant. Mr. Wilkinson stated there was complaint of no plumbing fixtures in the house. Mr. Hamilton affirmed it as a Dangerous Building and gave thirty days to bring it into compliance. Affirmed. Dangerous Buildings Hearing July 9, 2014 Page 2 of 5 c. 610 W. Columbia Ave (Commercial) Issue#EN14-20357 Building Inspector: Don Wilkinson Property owner, not present. Don Wilkinson, Building Inspector, reported the building has structural issues and has been damaged by water. Mr. Wilkinson recommended affirming it as a Dangerous Building. Mr. Hamilton affirmed it as a Dangerous Building and gave thirty days to bring it into compliance. Affirmed. d. 511 North Ave (Commercial) Issue#EN14-21047 Building Inspector: Don Wilkinson Property owner, not present. Don Wilkinson, Building Inspector, reported the buildings in the complex are being stripped by thieves and have been left in very poor condition. There are several buildings involved. Mr. Wilkinson recommended affirming the complex as Dangerous Buildings. Mr. Hamilton affirmed it as a Dangerous Building and gave thirty days to bring it into compliance. Affirmed. e. 26 Sanderson St (House) Issue#EN14-21243 Building Inspector: Don Wilkinson Property owner, Dave Carney on behalf of the owner Brian Parrish, present. Dennis McKinley, Code Compliance Administrator, reported the house has been vacant, lacks property maintenance, and lacks utilities. Mr. Carney stated the roof does not seem to be leaking. He stated that Mr. Parrish intends to fix the house up and sell it. Mr. Wilkinson stated the house needs a safety inspection as soon as possible. Mr. Carney stated the interior was fine but there is no furnace. Mr. Carney had held off on the scrapping and painting until after the Dangerous Building meeting. Mr. Carney stated Mr. Parrish will take care of the violations. Mr. Wilkinson stated again it needs a safety inspection. Ms. Linda Miller, whose mother lives next to the property, stated she has made several complaints about the property. Ms. Miller Dangerous Buildings Hearing July 9, 2014 Page 3 of 5 stated her brother had been in the property and it had been stripped. Ms. Miller stated there was a blue tarp on the roof but it had disintegrated. Ms. Miller complained about rodents in the garage. Ms. Miller stated there is a bad smell coming from the house and there may be open pipes and the odor may be coming from them. Mr. McKinley recommended affirming the property as a Dangerous Building and moving it through the process. Mr. Hamilton affirmed it as a Dangerous Building and gave thirty days to bring it into compliance. Affirmed. f. 29 Wendell (House and Garage) Issue#EN13-04782 Building Inspector: Don Wilkinson Property owner, not present. Don Wilkinson, Building Inspector, reported the house has had several issues the latest being a Meth Lab bust. Mr. Wilkinson recommended affirming it as a Dangerous Building. Mr. Hamilton affirmed it as a Dangerous Building and gave thirty days to bring it into compliance. Affirmed. g. 38 Convis (House) Issue#EN14-19111 Building Inspector: Don Wilkinson Property owner, not present. Don Wilkinson, Building Inspector, noted the house was owned by Calhoun County Land Bank. Mr. Hamilton affirmed it as a Dangerous Building and gave thirty days to bring it into compliance. Affirmed. h. 224 Goguac (House) Issue#EN12-03561 Building Inspector: Don Wilkinson Property owner, not present. Property owner, not present. Don Wilkinson, Building Inspector, noted the house was owned by Calhoun County Land Bank. Mr. Hamilton affirmed it as a Dangerous Building and gave thirty days to bring it into compliance. Affirmed. Don Wilkinson, Building Inspector, noted the house was owned by Calhoun County Land Bank and was damaged by fire. Mr. Hamilton affirmed it as a Dangerous Building and gave thirty days to bring it into compliance. Affirmed. j. 55 Jericho (House & Garage) Issue#EN14-19036 Building Inspector: Don Wilkinson Property owner, Warren Truran, present. Don Wilkinson, Building Inspector, reported the house had some interior damage found during a police call. The cost estimate of repair is $34,300 and the SEV is $15,125. Mr. Wilkinson recommended it be affirmed as a Dangerous Building. Mr. Truran stated he does intend and repairing the house and selling it to his daughter. Mr. Truran stated the house was broken into and some wiring was stolen. Mr. Wilkinson stated the city needs a timeline for the repairs. Mr. Hamilton affirmed the property as a Dangerous Building and gave thirty days to bring it into compliance. Affirmed. k. 276 E Michigan (House) Issue#EN14-18981 Building Inspector: Don Wilkinson Property owner, not present. Property owner, not present. Don Wilkinson, Building Inspector, noted the house was owned by Fannie Mae and suffers from a lack of property maintenance. Mr. Hamilton affirmed it as a Dangerous Building and gave thirty days to bring it into compliance. Affirmed. l. 365-373 W Michigan (Commercial) Issue#EN14-19023 Building Inspector: Don Wilkinson POSTPONED to AUGUST Dangerous Buildings Hearing July 9, 2014 Page 5 of 5 m. 244 Oneita (House) Issue#EN14-13711 Building Inspector: Don Wilkinson Property owner, not present. Don Wilkinson, Building Inspector, noted the house was damaged by fire. Mr. Hamilton affirmed it as a Dangerous Building and gave thirty days to bring it into compliance. Affirmed. 7. Public Comments: none 8. Board and Staff Members Comments: Mr. McKinley noted the property at 53 Jericho has been flagged as unsecured. 9.
