HEARING MINUTES
November 10, 2021

2. Roll Call: Carman Hamilton, Dangerous Building Officer
Attending in Battle Creek, MI
3. Staff Members Present: Richard Bolek, Chief Building Official; Don Wilkinson, Building
Official; Angela Hubbard, Secretary

4. Additions/Deletions to the Agenda: None
5. Approval of Minutes: Mr. Hamilton approved the minutes from the October 13, 2021
meeting. Approved
6. New Business:

Building Inspector: Don Wilkinson
Property owner not present.
Don Wilkinson, Building Official, stated that the
property was condemned and uninhabitable following
a Police Department call. House is unfit for
occupancy. In its current condition, Mr. Wilkinson
recommended affirming it as a Dangerous Building.
Mr. Hamilton affirmed the property as a Dangerous
Building and granted thirty days to bring it into
compliance. Affirmed

Property owner not present.
Don Wilkinson, Building Official, stated that the
property was heavily damaged by fire. In its current
condition, Mr. Wilkinson recommended affirming it as
a Dangerous Building. Mr. Hamilton affirmed the
property as a Dangerous Building and granted thirty
days to bring it into compliance. Affirmed

Building Inspector: Don Wilkinson
Property owner, John Kenefick, was present. Mr.
Kenefick attended the meeting from Battle Creek, MI.
Don Wilkinson, Building Official, stated that the
property has been registered vacant since 2013 and
sustained damage to the front porch from a falling
tree limb. He noted that Mr. Kenefick has applied for
a permit, but it has not been issued at this time. In its
current condition, Mr. Wilkinson recommended
affirming it as a Dangerous Building. Mr. Kenefick
stated that he indeed applied for a permit, but that a
judge has had him working on a different property and
it’s taking all of his time at the moment. Mr. Kenefick
is concerned about the 30 days compliance as the
daylight and good weather are diminishing, and he
has concerns about his safety on the roof of the
house in the dark or when there is snow or ice. He is
also concerned about the shingle warranty as the
recommended installation temperature is above 40
degrees. He has been so busy with the other
property he would need more time to get to this home.
Mr. Hamilton affirmed the property as a Dangerous
Building and granted thirty days to bring it into
compliance. Affirmed

Official, stated that the property was damaged by fire.
