Goguac Lake Board Meeting Minutes Department of Public Works Room 204 June 8, 2023 Board Members Present: Ron Smith; John Avery; Kathy-Sue Vette Board Members Absent: Mark Behnke; Gerardyne Drozdowski Others Present: Patty Hoch-Melluish, City Environmental; Paul Hausler, Progressive AE; Nelson Karre, attorney; Andrew Falkenberg, Regional Assessing Manager; Leo Kuliczkowski, Goguac Lake property owner Call to Order: Avery called meeting to order at 4:02 pm. Approval of Minutes: Vette moved to approve the March 30, 2023 minutes. Smith seconded. All yes, motion carried. 2023 Financial Report: Smith motioned to approve the current 2023 Financial Report. Vette seconded. All yes, motion carried. 2023 Weed Collection: There is still interest in finding a contractor to provide weed removal service. The GLB will check with Mark Behnke to see if he was able to contact Citylink for this work. Willard Beach weeds in swimming area: The Willard Beach park manager had received calls regarding weed growth in the swimming area. Hausler said they will treat in that area during their next scheduled treatment. It will require advance notice for boat access into the buoyed area and swimming restrictions for 24-hr post- treatment. Progressive AE plan for 2023: Hausler discussed the two herbicide treatments to date. The survey conducted on June 8 by Progressive AE confirmed good results. Next treatment should ensure good conditions for July 4 holiday. Assessment Roll Changes Woodrow Ct.: Falkenberg discussed two parcels on Woodrow Ct. that do not have lake access and therefore, should not be on the assessment roll. These parcels are:  52-6950-13-856-0 (230 S. Woodrow Avenue)  52-6950-13-853-0 (undeveloped lot on Woodrow Ct.) Vette motioned to approve the removal of these two parcels from the assessment roll. Avery seconded. All yes, motion carried. Public Comments: Leo Kuliczkowski, Goguac Lake property owner, voiced his concern regarding boats from the Michigan Department of Natural Resources (MDNR) public boat access contributing to the introductions of invasive species into Goguac Lake. Board Member Comments: Vette discussed the need to have more control and oversight at the MDNR public boat access. The group is interested to learn how Duck Lake (north of Albion) manages their MDNR access site. Avery supports looking into options for the access site. He noted the carrying capacity study that was done for Goguac Lake and how that could be used to support better management for boat safety reasons.
