Meeting Minutes
November 9, 2015
CALL TO ORDER:
Chairperson Mr. Michael Troutman, called the meeting to order at 4:00 p.m.

APPROVAL OF PREVIOUS MINUTES:
MOTION MADE BY MR. DANIEL BUSCHER TO APPROVE THE MINUTES
FOR THE OCTOBER 12, 2015 HISTORIC DISTRICT COMMISSION MEETING,
SECONDED BY MS. KAYTEE FARIS.
ALL IN FAVOR; NONE OPPOSED; MINUTES APPROVED
CORRESPONDENCE: Handed-out a current spread sheet of the administratively approved
applications submitted to date for this year.
OLD BUSINESS: None
A) 199 E. Emmett Street – (Request from Mr. David Thompson (owner) to remove old wood
and replace with new siding and wood beams.)
Mr. Glenn Perian stated this request was on their agenda for the month of September and had been
tabled due to a not having a quorum of members in attendance; at the October meeting it had been
tabled for additional information regarding the proposed work to replace old wood, stucco, install
new door and paint to match the house. Mr. Perian stated he had not received the additional
information that the board requested and had spoken to Mr. Thompson several times; Mr.
Thompson stated he could do what was requested as he described it would be same for same. Mr.
Perian suggested this request may either be approved as he noted on his application and stated at
the previous meeting regarding the wood and color being the same as the house; deny the
application or be tabled again in order for Mr. Thompson to submit the information requested
regarding the door type and style.

Mr. Mike Troutman stated he thinks it would be a good idea to approve it with the stucco and stain
to match the existing trim and come back for approval if he wishes to install a door. Stated the
project has not been moving along and has been sitting there for two months unfinished. Mr.
Perian stated it has been longer than two months as the building inspector had put a stop work
order on the project longer than two months ago.
Mr. Troutman asked if Mr. Thompson had been aware of today’s meeting. Mr. Perian stated yes
he had been notified. Mr. Troutman asked what would happen if HDC denied. Mr. Glenn Perian
stated if it were denied, the commission would need to do the same as 68 & 112 Frelinghuysen
Ave. and order Mr. Thompson to remove what he had built without permission and repair it back
to its original design; said they could proceed in that manner.
Mr. Daniel Buscher asked Mr. Perian if he was satisfied with the plans they have at the moment
for the work requested and if it complies with the appropriate statues. Mr. Perian stated he
believes so, and feels the commission needs to be specific and state that the trim would need to
match the existing color stain/paint and infill with the stucco material to match the house; as the
owner stated this is what he planned to repair.
MOTION WAS MADE BY MR. DANIEL BUSCHER TO APPROVE THE
CERTIFICATE OF APPROPRIATENESS TO REPAIR WITH STUCCO AND
PAINT/STAIN AS THE SAME BEAM DESIGN FOR PROPERTY LOCATED AT
199 E. EMMETT STREET, PURSUANT TO HOUSING CODE CHAPTER 1470.09
“REVIEW OF APPLICATIONS” AND 1470.17 “PRESERVATION OF HISTORIC
FEATURES” AND THE SECRETARY OF THE INTERIOR’S STANDARDS AND
GUIDELINES AS OUTLINED IN THE STAFF REPORT; SECONDED BY MR.
PATRICK BARNETT.
Discussion
Mr. Patrick Barnett asked if the work approved would be made clear to the owner. Mr. Perian
stated he would call him and make him aware; stated he was fairly confident Mr. Thompson
was going to email him the requested information as agreed, which did not happen and he was
not sure how far they need to go to obtain the information that is being requested.

COMMENTS FROM COMMISSION MEMBERS AND STAFF:
Mr. Glenn Perian congratulated Ms. Kaytee Faris for her victory regarding the election of City
Commissioner; however her seat on the Historic District Commission will need to be filled and
staff is aware and that the new Mayor will be informed for the appointment in addition to any
other Commissioners terms requiring to be renewed, so we would have a full board.
Ms. Faris stated she wished to thank everyone for allowing her this time to serve on this board as
it has been a pleasure getting to know everyone and most likely will work with the board in the
future in a different capacity; thanked everyone again. Also noted she has a neighbor that will be

submitting an application for the board position; he works in construction and is fixing up an old
home of his own and is familiar with these types of things and would be a good fit.

Mr. Michael Troutman, Chairman adjourned the meeting at 4:15 P.M.
