HISTORIC DISTRICT COMMISSION Meeting Minutes December 14, 2015 CALL TO ORDER: Chairperson Mr. Michael Troutman, called the meeting to order at 4:00 p.m. ROLL CALL: Members Present: Daniel Buscher Michael Troutman Jim Hopkins Kim Tuck Bruce Phillips Members Excused: Patrick Barnett, Kaytee Faris, and Susan Baldwin Staff Present: Marcel Stoetzel, Assistant City Attorney Glenn Perian, Senior Planner, Planning Dept. Leona Parrish, Admin. Assistant, Planning Dept. ADDITIONS / DELETIONS TO AGENDA: None APPROVAL OF PREVIOUS MINUTES: MOTION MADE BY MR. BRUCE PHILLIPS TO APPROVE THE MINUTES FOR THE NOVEMBER 9, 2015 HISTORIC DISTRICT COMMISSION MEETING, SECONDED BY MR. DANIEL BUSCHER. ALL IN FAVOR; NONE OPPOSED; MINUTES APPROVED CORRESPONDENCE: Mr. Glenn Perian noted that 47 N. Washington Avenue went before the Zoning Board of Appeals on December 8, 2015 to request a sign variance and was approved to allow it to be placed above the 2nd story window. OLD BUSINESS: None NEW BUSINESS: A) 51 W. Michigan Avenue – (Request from Mr. Chris Cooley, (owner of The Energy Nook) to install a new projection sign.) Mr. Chris Cooley was present and stated he was the owner and requesting a projection sign for is new business at 51 W. Michigan Avenue, said he provided all the information in the meeting packet. Mr. Bruce Phillips asked if this was a projection sign or flush sign. Mr. Cooley stated his application stated it was a projection sign that was two-sided, made of stainless steel and etched with black or a color in between. Mr. Jim Hopkins asked what type of business was the Energy Nook. Mr. Cooley stated they are a nutrition club powered by Herbalife and do smoothies and fitness events. 1 Mr. Troutman asked if the projection sign was similar to the Toy Store and Book Store signs with the difference being made with stainless steel with etched letters. Mr. Cooley stated if not it would be the same as the book stores sign in size and shape. Said he wanted it to be a projection sign so traffic on McCamly and Jackson can see the sign. MOTION WAS MADE BY MR. KIM TUCK TO APPROVE THE CERTIFICATE OF APPROPRIATENESS TO ALLOW A PROJECTION SIGN FOR PROPERTY LOCATED AT 51 W. MICHIGAN AVENUE, PURSUANT TO HOUSING CODE CHAPTER 1470.09 “REVIEW OF APPLICATIONS” AND 1470.17 “PRESERVATION OF HISTORIC FEATURES” AND THE SECRETARY OF THE INTERIOR’S STANDARDS AND GUIDELINES AS OUTLINED IN THE STAFF REPORT; SECONDED BY MR. BRUCE PHILLIPS. Discussion: None ALL IN FAVOR; NONE OPPOSED; MOTION APPROVED B) 47 N. Washington Avenue: (Request from Neighborhoods Inc. of Battle Creek, Mr. William Phillips requesting new signage.) Mr. William Phillips was present here today on behalf of Neighborhoods Inc. of Battle Creek requesting to have new signage; noted they had submitted a variance request to the Zoning Board of Appeals and it had been approved on December 8, 2015 to allow it to be placed above the second story window and are respectfully requesting approval by the Historic District Commission. Mr. Bruce Phillips asked if this new signage was for a name change. Mr. William Phillips stated it is a DBA for the time being and will be transitioning the first week of January to this DBA name and legally NIBC will still be in the background. Mr. Jim Hopkins asked if these were flags hanging down. Mr. W. Phillips stated there were three components to the package; 1. The building signage lettering that is mounted to the parapet wall on both frontages. 2. There are new banners that will be replacing the old banners. 3. Have a vertical signage on Washington St. side with copy and text with new awnings over the front door. Mr. Mike Troutman asked if the signage on the parapet wall is the only new signage that is not existent at this time. Mr. W. Phillips stated that is correct, they have a couple extra banners that were originally Neighborhood banners that will be eliminated and the ones on each side of the main entrance will be replaced by new banners made of different fabric and colors. MOTION WAS MADE BY MR. KIM TUCK TO APPROVE THE CERTIFICATE OF APPROPRIATENESS TO ALLOW NEW SIGNAGE FOR PROPERTY LOCATED AT 47 N. WASHINGTON AVENUE, PURSUANT TO HOUSING CODE CHAPTER 1470.09 “REVIEW OF APPLICATIONS” AND 1470.17 “PRESERVATION OF HISTORIC FEATURES” AND THE SECRETARY OF THE INTERIOR’S STANDARDS AND GUIDELINES AS OUTLINED IN THE STAFF REPORT; SECONDED BY MR. JIM HOPKINS. 2 Discussion: None ALL IN FAVOR; NONE OPPOSED; MOTION APPROVED PUBLIC COMMENTS: Mr. Cooley thanked the commission for their approval. Stated he called last week regarding this meeting as he had not received his meeting packet until today and appreciated the email sent to him by staff containing the meeting documents and suggested if it could be something put on Facebook. Mrs. Parrish stated the meeting agendas etc. are put on the City’s Web site in addition to being mailed to the applicant. Mr. Bruce Phillips suggested something could be added to the application noting they may access the documents on our web site. Ms. Parrish stated the applicant had provided his email address on his application and that the meeting documents were emailed to him on the same day they were mailed.
