Special Meeting Minutes
February 12, 2016
CALL TO ORDER:
Chairperson Jim Hopkins, called the meeting to order at 8:10 a.m.
ROLL CALL:
Members Present: Patrick Barnett Mike Troutman
Jim Hopkins Kim Tuck
Bruce Phillips
Members Excused: Dan Buscher, and Kaytee Faris (City Commission Liaison)
Staff Present: Marcel Stoetzel, Deputy City Attorney
Christine Zuzga, Planning Manager
Glenn Perian, Senior Planner, Planning Dept.
Leona Parrish, Admin. Assistant, Planning Dept.
ADDITIONS / DELETIONS TO AGENDA: None
CORRESPONDENCE: None
NEW BUSINESS:
A) House Bill 5232 & State Bill 720 - (State Legislation pending to affect the ability of local
government to govern the preservation of Historic District properties.)
With no one wishing to speak, Mr. Hopkins asked commissioners for a motion.
MOTION WAS MADE BY MR. BRUCE PHILLIPS; THAT THE HISTORIC
DISTRICT COMMISSION APPROVE AND SEND THE LETTER FROM THE
HISTORIC DISTRICT COMMISSION, DATED FEBRUARY 12, 2016, THAT
WILL BE ATTACHED TO THE MINUTES OF THIS MEETING, THE PURPOSE
OF WHICH IS TO OPPOSE LEGISLATION TO AMEND 1970 PUBLIC ACT 169,
LOCAL HISTORIC DISTRICT ACTS, AS PROPOSED IN HOUSE BILL 5232
AND SENATE BILL 0720; SECONDED BY MR. MIKE TROUTMAN.
ALL IN FAVOR; NONE OPPOSED; MOTION APPROVED
Discussion:
Mr. Mike Troutman stated that the motion says it all and that staff should also send a copy to the
City Commissioners as other communities have done. Mr. Glenn Perian stated he will forward the
signed letter and minutes to our City Commission.
Mr. Mike Troutman noted we should send a copy to Michigan Historic Preservation Network
“MHPN”.

PUBLIC COMMENTS: None
COMMENTS FROM COMMISSION MEMBERS AND STAFF:
Mr. Bruce Phillips commended the work done by Mr. Glenn Perian, Senior Planner, Mr. Marcel
Stoetzel, Deputy Attorney, and Ms. Christine Zuzga, Planning Manager on the letter drafted for
their approval and submittal.
ADJOURNMENT:
Mr. Jim Hopkins, adjourned the meeting at 8:15 a.m.
