HISTORIC DISTRICT COMMISSION Meeting Minutes March 14, 2016 CALL TO ORDER: Vice-Chair Mr. Michael Troutman, called the meeting to order at 4:00 p.m. ROLL CALL: Members Present: Bruce Phillips Kim Tuck Michael Troutman Kaytee Faris, City Commission Liaison Excused: Patrick Barnett, Daniel Buscher, Jim Hopkins Staff Present: Marcel Stoetzel, Assistant City Attorney Christine Zuzga, Supervisor, Planning Dept. Leona Parrish, Admin. Assistant, Planning Dept. ADDITIONS / DELETIONS TO AGENDA: (No Quorum for Meeting) APPROVAL OF PREVIOUS MINUTES: CORRESPONDENCE: Letter from Mr. Kurt Thornton regarding his concerns for First United Methodist Church located at 111 E. Michigan Ave. (handed-out copy) OLD BUSINESS: None NEW BUSINESS: A) 35 Woodmer Ln. – (Request from Olmstead Construction on behalf of owner Ms. Aretha Kilgore requesting to install a six-foot privacy fence in rear-yard.) Mr. John Marshall, Lowes Representative, was present to speak on behalf of owner Ms. Aretha Kilgore. Mr. Marshall provided a photo of fence also a diagram noting the placement of fence. (Board passed around and viewed; did not provide copy for files.) Mr. Bruce Phillips asked what they can do as a board today. Ms. Christine Zuzga asked if they can hold a discussion so they can proceed without waiting until next month. Mr. Marcel Stoetzel stated they cannot vote as there is no quorum of members present as Commissioner Faris is the liaison. Stated they could discuss today and next month vote on how the board stands. Mr. Kim Tuck asked if the fence was to be painted or left natural. Mr. Marshall stated it will look natural with a sealer, which would have a golden color. Mr. Bruce Phillips asked if this was being installed for the owner’s privacy. Mr. Marshall stated yes and asked what they are to tell the homeowner regarding today’s decision. 1 Ms. Christine Zuzga asked what their timeframe was for installation; Mr. Marshall stated when the commission decides as he is holding their slot and waiting to move forward and would pass along the information to Mr. Rick Olmstead. PUBLIC COMMENTS: None COMMENTS FROM COMMISSION MEMBERS AND STAFF: Ms. Kaytee Faris stated Jonnateen Siano, 32 Woodmer Ln. stated the fence was not an Neighborhood Association issue and that she can be contacted if needed for any future issues regarding their Neighborhood Association. Ms. Zuzga stated regarding the revision of House Bill #5232 & Senate Bill #720 for the Historic Preservation Legislation; said it had been reviewed last Friday and they will be taking into consideration comments they have received. Mr. Mike Troutman stated that East Grand Rapids also wanted to have their Historic Districts removed and that Facebook show comments from others were not in favor regarding legislation change.
