ALL IN FAVOR; NONE OPPOSED; MINUTES APPROVED February 12, 2016 Special Meeting: MOTION MADE BY MR. KIM TUCK TO APPROVE THE MINUTES FOR THE FEBRUARY 12, 2016 HISTORIC DISTRICT COMMISSION SPECIAL MEETING, SECONDED BY MR. DANIEL BUSCHER. ALL IN FAVOR; NONE OPPOSED; MINUTES APPROVED March 14, 2016 Meeting Notes (No Quorum): MOTION MADE BY MR. BRUCE PHILLIPS TO APPROVE THE MEETING NOTES FOR THE MARCH 14, 2016 HISTORIC DISTRICT COMMISSION MEETING, SECONDED BY MR. KIM TUCK. ALL IN FAVOR; NONE OPPOSED; MINUTES APPROVED 1 CORRESPONDENCE: Mr. Glenn Perian handed-out copy of “Talking Points for HB 5232 (H-2Draft 6)” the document noted the three key areas of concern and asked to communicate any opposition with the Governor, legislators, and press. (See Attachment A) Ms. Christine Zuzga stated she had emailed her comments and letter from the Historic District Commission noting the City of Battle Creek’s opposition. OLD BUSINESS: A) 35 Woodmer Ln. – (Request from Olmstead Construction on behalf of owner Ms. Aretha Kilgore requesting to install a six-foot privacy fence in rear-yard.) Mr. Glenn Perian stated this request was discussed at last month’s meeting; and applicant was told they would not need to attend this meeting for approval. MOTION WAS MADE BY MR. KIM TUCK TO APPROVE THE CERTIFICATE OF APPROPRIATENESS TO INSTALL A SIX FOOT PRIVACY FENCE IN THE REAR YARD FOR PROPERTY LOCATED AT 35 WOODMER LN., PURSUANT TO HOUSING CODE CHAPTER 1470.09 “REVIEW OF APPLICATIONS” AND 1470.17 “PRESERVATION OF HISTORIC FEATURES” AND THE SECRETARY OF THE INTERIOR’S STANDARDS AND GUIDELINES AS OUTLINED IN THE STAFF REPORT; SECONDED BY MR. BRUCE PHILLIPS. Discussion: None ALL IN FAVOR; NONE OPPOSED; MOTION APPROVED NEW BUSINESS: B) 20 Ann Avenue – (Request from Roach Home Improvement on behalf of owner Mr. Charles Knox, to install new vinyl siding and windows, front door, repair 2 gable ends and front dormers.) Mr. Shawn Roach was present today to represent owner to request to install new siding, windows, front door, repair 2 gable ends and front dormers. Mr. Glenn Perian stated owner had not provided written authorization for Roach Home Improvement to represent them here today; owner had given verbal approval. Mr. Bruce Phillips stated he reviewed the request and is in approval as it will be outstanding improvements to this property. Mr. Kim Tuck stated he had done an assessment of this property through the NSP #2 program and that the stucco was penetrating water through it and also needed trim and the windows repaired. Mr. Mike Troutman stated he appreciated the work they were doing in trying to repair this structure instead of tearing it down. MOTION WAS MADE BY MR. BRUCE PHILLIPS TO APPROVE THE CERTIFICATE OF APPROPRIATENESS FOR THE PROPOSED WORK FOR 2  PROPERTY LOCATED AT 20 ANN AVENUE, PURSUANT TO HOUSING CODE CHAPTER 1470.09 “REVIEW OF APPLICATIONS” AND 1470.17 “PRESERVATION OF HISTORIC FEATURES” AND THE SECRETARY OF THE INTERIOR’S STANDARDS AND GUIDELINES AS OUTLINED IN THE STAFF REPORT; SECONDED BY MR. KIM TUCK. Mr. Bruce Phillips stated the project and the work done so far looks good. PUBLIC COMMENTS: None COMMENTS FROM COMMISSION MEMBERS AND STAFF: Mr. Bruce Phillips asked if they will see any of the proposed changes regarding the City Hall Building. Mr. Glenn Perian stated the renovations are in their early planning stages of review and would be presented to the Historic District Commission for approval when plans are ready for approval. Ms. Christine Zuzga stated there will not be much of a change requiring approval. Commissioner Faris stated there will be a meeting regarding vacant buildings here at City Hall in the Commission Chambers at 5:30 P.M.; asked everyone to attend the meeting if interested.
