HISTORIC DISTRICT COMMISSION MEETING MINUTES May 14, 2018 4:00 P.M. CALL TO ORDER: Mr. Jim Hopkins, called the meeting to order at 4:00 p.m. ATTENDANCE: Members Present: Mike Troutman Charlie Fulbright Jim Hopkins John Paul Wilson Bruce Phillips Kaytee Faris (City Commission Liaison) Staff Present: Marcel Stoetzel, Deputy City Attorney Glenn Perian, Senior Planner Eric Feldt, Planner Laura Rounds, Customer Service Rep., Planning Dept ADDITIONS / DELETIONS TO AGENDA: Chair Jim Hopkins requested that the order be reversed and 7B Conway Photography be heard before 7A Calhoun County. It was agreed on by everyone. APPROVAL OF PREVIOUS MINUTES: MOTION MADE BY MR. MIKE TROUTMAN TO APPROVE THE MINUTES FOR THE APRIL 9, 2018 HISTORIC DISTRICT COMMISSION MEETING, SECONDED BY MR. BRUCE PHILLIPS. ALL IN FAVOR; NONE OPPOSED; MINUTES APPROVED CORRESPONDENCE: None OLD BUSINESS: None NEW BUSINESS: Chair requested that the order be reversed and 7B Conway Photography be heard before 7A Calhoun County. A. Calhoun County: (Presentation by Krista Trout Edwards- Executive Director Calhoun County Land Bank, regarding Practical Preservation for your house and your Community Workshops on 26 Fremont St.) 1  B. Conway Photography: (Robb Perrin of Burkett Sign Company spoke on behalf of the installation of the requested signs.) Staff’s recommended Condition During the construction of the project, the applicant or their contractor shall use the gentlest means necessary, and only create the fewest installation points in the brick material. Therefore, planning staff recommends approval of a certificate of appropriateness with the following condition for the proposed sign replacement at 58 e michigan ave, as the request meets the standards outlined in chapter 1470.09 “ review of applications” , chapter 1470.17 “preservation of historic features” and the secretary of the interior’s standards and guildlines, as outlined in the staff report. MOTION MADE BY MR. JIM HOPKINS TO APPROVE THE CERTIFICATE OF APPROPRIATENESS FOR THE SIGN REPLACEMENT LOCATED AT 58 E. MICHIGAN AVE; SECONDED BY MR. JOHN PAUL WILSON. Discussion: VOTE ON MOTION: ALL IN FAVOR; NONE OPPOSED; MOTION CARRIED. With no others wishing to speak, Chairperson Hopkins closed the public hearing. PUBLIC COMMENTS: None COMMENTS FROM COMMISSION MEMBERS AND STAFF: Eric Feldt asked about electronically receiving the packets, and gave notice that there would be an email sent out asking for their feedback.
