HISTORIC DISTRICT COMMISSION MEETING MINUTES July 9, 2018 4:00 P.M. BRUCE PHILLIPS TO APPROVE THE MINUTES FOR THE JUNE 11, 2018 HISTORIC DISTRICT COMMISSION MEETING, SECONDED BY MR. MIKE TROUTMAN. ALL IN FAVOR; NONE OPPOSED; MINUTES APPROVED CORRESPONDENCE: None OLD BUSINESS: None NEW BUSINESS: A. Calhoun County Land Bank H-08-18: Request for a Certificate of Appropriateness by Calhoun County Land Bank for a direct replacement of a front porch located at 26 Fremont St.  Amy Rose Robinson of the Calhoun County Land Bank gave details of the process to renovate/rebuild the porch. Staff’s Recommended Condition The gentlest means possible should be used when cleaning, repairing, and reinstalling exterior features of the building Therefore, planning staff recommends approval of a Certificate of Appropriateness with the following condition for the proposed building renovation at 26 Fremont St, as the request meets the standards outlined in Chapter 1470.09 “Review of Applications”, Chapter 1470.17 “Preservation of Historic Features” and the Secretary of the Interior’s Standards and Guidelines, as outlined in the staff report. 1 MOTION MADE BY MR. DAN BUSCHER TO APPROVE THE CERTIFICATE OF APPROPRIATENESS FOR THE FRONT PORCH REPLACEMENT LOCATED AT 26 FREMONT ST; SECONDED BY MR. MIKE TROUTMAN. VOTE ON MOTION: ALL IN FAVOR; NONE OPPOSED; MOTION CARRIED. B. Calhoun County Land Bank H-09-18: Request a Notice to Proceed for the demolition of 265 Washington Ave N.  Amy Rose Robinson of the Calhoun County Land Bank gave historic details as to how they came to recommend demolition of this property. Planning staff is recommending that a Notice to Proceed be issued to the Calhoun County Land Bank for the demolition of the house at 265 N. Washington Avenue, if the Commission is satisfied that the Applicant can meet at least one of the criteria outlined in Chapter 1470.09(e) “Review of Applications”. According to City’s records, the building has been neglected and unmaintained for a number of years; it’s currently unsafe to occupy; and retaining the resource will cause undue financial hardship to the owner. MOTION MADE BY MR. DAN BUSCHER TO APPROVE THE CERTIFICATE OF APPROPRIATENESS FOR THE DEMOLITION LOCATED AT 265 N WASHINGTON AVE; SECONDED BY MR. MIKE TROUTMAN. VOTE ON MOTION: ALL IN FAVOR; NONE OPPOSED; MOTION CARRIED C. Towerpinkster H-10-18: Request for a Certificate of Appropriateness by Towerpinkster for 64 W Michigan Ave to convert building to a brew pub, amended to include an exterior elevator.  Doug Milbourn and Matt Murphy of Towerpinkster gave presentation of the renovations and displayed samples of the exterior materials that would be used in the project.  Assistant City Manager Ted Dearing stated his office is behind the project. Therefore, planning staff recommends approval of a Certificate of Appropriateness with the following condition for the proposed building renovation at 64 W. Michigan Avenue with the two staff conditions and amended to include the exterior elevator, as the request meets the standards outlined in Chapter 1470.09 “Review of Applications”, Chapter 1470.17 “Preservation of Historic Features” and the Secretary of the Interior’s Standards and Guidelines, as outlined in the staff report. Staff’s Recommended Condition 1. The gentlest means possible should be used when cleaning, repairing, and reinstalling exterior features of the building. 2. Prior to issuance of Building permit consisting of the exterior elevator enclosure (as proposed), an approval to use the City parking lot must be obtained. If approval is not obtained, the proposed elevator enclosure shall be modified to ensure no parking spaces are displacement. Further, additional review and approval by the Historic District Commission may be necessary. MOTION MADE BY MR. DAN BUSCHER TO APPROVE THE CERTIFICATE OF APPROPRIATENESS FOR THE RENOVATION TO CONVERT THE BUILDING TO A BREWPUB; SECONDED BY MR. MIKE TROUTMAN. VOTE ON MOTION: ALL IN FAVOR; NONE OPPOSED; MOTION CARRIED 2 D. Grace Health H-11-18: Request for a Certificate of Appropriateness for Grace Health for 184 W Emmett (parcel# 0601-22-368-0) for a proposed parking lot.  Chris Davis of Grace Health gave presentation on proposed parking lot. Therefore, planning staff recommends approval of a Certificate of Appropriateness with the following condition for the proposed parking lot, fence, and landscaping, as the request meets the standards outlined in Chapter 1470.09 “Review of Applications”, Chapter 1470.17 “Preservation of Historic Features” and the Secretary of the Interior’s Standards and Guidelines, as outlined in the staff report. Staff’s Recommended Condition If any archaeological resources are discovered, the project manager shall notify City staff for further direction. MOTION MADE BY MR. BRUCE PHILLIPS TO APPROVE THE CERTIFICATE OF APPROPRIATENESS FOR PARKING LOT LOCATED AT 184 EMMETT ST; SECONDED BY MR. KIM TUCK. VOTE ON MOTION: ALL IN FAVOR; NONE OPPOSED; MOTION CARRIED E. Battle Creek Community Foundation: Request for a Certificate of Appropriateness by Battle Creek Community Foundation for 225 W Michigan Ave (parcel# 0254-00-073-0) to create a pocket park.  Annette Chapman Vice President of the Battle Creek Community Foundation gave presentation on the “Pocket Park” design. Therefore, planning staff recommends approval of a Certificate of Appropriateness with the following condition for the proposed pocket park, as the request meets the standards outlined in Chapter 1470.09 “Review of Applications”, Chapter 1470.17 “Preservation of Historic Features” and the Secretary of the Interior’s Standards and Guidelines, as outlined in the staff report. Staff’s Recommended Condition If any archaeological resources are discovered, the project manager shall notify City staff for further direction. MOTION MADE BY MR. PUBLIC COMMENTS: None 3 COMMENTS FROM COMMISSION MEMBERS AND STAFF:  Eric Feldt reminded board members of the Practical Preservation Workshop Saturday July 14th at 26 Fremont St project house.  Charlie Fulbright inquired Standardized Historic Districts lighting implementation.  Chair Jim Hopkins inquired on the time frame of the last Historic District Commission Plan was updated.  Geographic Information Systems done in 3D for the Historic Districts.
