LAKEVIEW DOWNTOWN DEVELOPMENT AUTHORITY MINUTES OF THE REGULAR MEETING OF OCTOBER 22, 2019 MEMBERS PRESENT: Jamie Brown, Dr. Jeff Colquhoun, TR Shaw, Dr. David Rost, Dave Schweitzer OTHERS: Attorney Nelson Karre, Assistant City Manager Dearing, City Assessor Steve Hudson. On motion by Brown, supported by Shaw, the Board approved of the minutes of the regular meeting of April 23, 2019 as submitted. MOTION CARRIED RES. NO. 2020-01 The Board discussed information from the City Assessor showing LDDA Taxable value growth since 2014 While there has been growth, there are pending Tax Tribunal appeals that may result in flat or very little growth for 2020. It is probably not justified to propose a Plan Amendment in the 2019 calendar year for implementation in 2020. The Board discussed development occurring in the District. Ted Dearing described the City’s lease agreement with a sign company for creation of an electronic bill board near the water tower on Beckley Road. The City plans on using the lease revenue for projects with the LDDA District.
