POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL Thursday, January 5, 2012 CAA Board Room 175 Main St. 7:00 p.m. The Chair called the meeting to order at 7:00 p.m. in the CAA Board Room. ATTENDANCE: Members Present: John Cash, Cynthia Fritz, Yvonne Powell, Diana Quiqq, Pat Shellenberger and James Moreno. Members Excused: Linda Carmona, Eliose Fogg, and John Kenefick. Guests and Visitors: Commissioners Elizabeth Fulton, Lynn Ward Gray and Sherri Sofia, Dennis McKinley – B.C. Neighborhood Services, Deborah Perkins, Elmer Hess, Jr, Rev. Elmer Hess Sr., and Jerome Whitley, Jr. ADDITIONS AND DELETIONS TO THE AGENDA: None. APPROVAL OF MINUTES: Dec. minutes were approved with a motion made by Yvonne and seconded by Diana, motion was approved. CORRESPONDENCE AND ANNOUNCEMENTS: Calhoun County Challenge – 1 yr. Anniversary will take place at Lakeview Square Mall, Jan 28th from 10 a.m. – 12 noon. Economic Outlook for Calhoun County will be presented at McCamly Plaza Hotel, Thu Jan 19th from 7 a.m.-9 a.m. RSVP by Jan 12th. COMMITTEE AND STAFF REPORTS: Police: Dennis distributed the Crime Mapping Report. There was not representation from the Police Dept. Code Department: Dennis distributed the NPC Code Compliance and Inspections Reports. It was noted to all that addresses are needed with reporting an issue. He followed up on all our outstanding items below: 247/249 Main Street – Front yard parking. – random monitoring will be done. 47 Post (corner) do they own the vacant lot adjacent – Yes. 74/80 High – tree down on fence – county owned property and tree on fence is the resident’s responsibility. 118 Highway – Dangerous Building – limited funding – keeping watch; potential candidate for Spring list being developed. 120 Highway – junk accumulation spilling on to 118 Highway – keeping watch. A reminded was given to Dennis from Eliose that when Spring comes to have Field Services Dept. remove the stump from city property (Dennis was provided Eloise’s address via a separate email) – she reminded us that she was told that the stump was to be removed by the City to prevent any damage to underground services (ex: water/sewer). Planning: None. Beautiful Battle Creek Award: None. Membership: Deborah Perkins indicated that she would like to become a member. A motion was made by Diana and seconded by Cindy to accept Deborah as a member. The motion was approved and the chair will submit her membership to the Commission. Welcome Deborah….. COMMISSIONER COMMENTS: Lynn Ward Gray reviewed the consent agenda from Jan 3rd meeting. Carter Bundy from the MI Transportation team presented the improving MI transportation infrastructure plan from Gov. Synder. The Comm. received the introduction to the Fee Bond & Insurance Schedule adjustment. They received an update on Streets and Parks. The notice on Weapons being brought into City Hall was discussed. The CDBG workshop will be Wed. Jan 12th at 7:00 p.m. at the City Works building. Battle Creek Public Schools: None. OLD BUSINESS: It was reported that the structure in Hamilton Park is completed. NEW BUSINESS: Rev. Hess, Sr. presented the council an update and a proposal on a re-use of the Pentecostal Church at 319/321 Main St. The church will be moving to its new location in the next six months. They are requesting from the City of Battle Creek a special use permit so that the Church can be used the Whitley Funeral Home. Chair-James abstained from the discussion and turned the meeting over to Vice-Chair John Cash. After much discussion, the Vice-Chair asked for a motion to write a letter of support for the Special Use Permit for 319/321 Main St. Diana made a motion and Yvonne seconded. There was no discussion and the motion passed with 6 yes, 0 nay, and 1 abstention. The motion passed and Vice-Chair John will write a letter of support, sending copies to the City Council, Planning Commission and the Zoning Board. There will be a Public Hearing on this matter Jan 25th, 4:00 p.m. at City Hall. Find attached a copy of this letter in these minutes. Vice- Chair John then returned the meeting back to Chair-James. MEMBER COMMENTS: Yvonne reminded all that the food give away was still continuing at the Community House at 166 Lathrop. Members commented that it was great to see a new member join the council. It was added that we appreciate the representation of all 3 of our Ward Commissioners present. Public COMMENTS: None.
