POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL

The Chair called the meeting to order at 7:00 p.m. in the CAA Board Room.
ATTENDANCE:
Members Present: Linda Carmona, Cynthia Fritz, Katie Hubbard, Deborah Perkins,
Yvonne Powell, Shellenberger and James Moreno.
Members Excused: Eliose Fogg.
Guests and Visitors: Mayor City Commission Susan Baldwin, BC Police Ofc. Tanya
Wilt, Steve Bundle Battle Creek City, Sandy Huntington, Michael Ghere, and
Starlene Ghere
ADDITIONS AND DELETIONS TO THE AGENDA: No additions or deletions.
APPROVAL OF MINUTES: A motion to approve May minutes was made by Linda C. and
seconded by Deborah P. – motion was supported by all.
CORRESPONDENCE AND ANNOUNCEMENTS:
Don’t forget to review your water bill as the City has been placing announcements
within. James also questioned the Mayor why our PSA announcement has not been
included. If the city is going to ask for a PSA they should use it, or at a
minimum let us know that they changed their minds.
Sunday, Jun 10 from 12-4 there will be an Open House for NIBC – Please see shopper
for more information.
The Community Garden on Cliff St. has been planted. There are raised beds that
have been put in place. For more information, contact Deborah P.
COMMITTEE AND STAFF REPORTS:
Police: Police officer was present, STAT report was distributed to all. It was
reported that there is a shortage of officers, but new officers will be added to
the force in the coming months. A question about fireworks on how late can they
can be used. The officer said she would check on the ordinance and report back.
The Officer further shared, if it is causing a disturbance of the peace, you can
call 911. Please be vigilant as many of the crimes occurring in our
neighborhood’s appear to be crimes of convenience. Report suspicious activity –
call 911.
Officer Wilt report updates to the following:
15 Cliff St. – front yard parking – This was recently raided – but front
yard parking is still an issue. She will have this placed on
their to watch list. She recommended calling 911 as well.
120 Highway – Parking across the sidewalk – they have been advised – other
issues still exist at this property and the Mayor was asked to
investigate.
Code: Appointed Code Rep. was present. Code STATs were distributed.
We asked for updates on the following code items reported last month and we were
told there was nothing to report. We asked the Mayor to please look into these
issues.
118 Highway – abandoned property being used by neighbors – lots of code issues
120 Highway – numerous complaints have been made regarding excessive junk/garbage
in front/side/back yards. Also reported was the deplorable condition in backyard
where dog is kept. It was also noted that these issues were given to Susan
Bedsole at our last meeting and she was going to personally visit the address and
get back to the Sandra Huntington and the council; this did not occur.
The following issues were brought to the attention of the Code Officer:
708 E. Michigan – we were told to call the Building Inspector, this was not a Code
matter and he could not address.
120 Highway – Dog issues – You need to call Animal Control, not a code matter. A
guest mentioned we should call the Humane Society as they could help.
Planning: None
Beautiful Battle Creek Award: The following property was presented for a BBC
award 14 James St. and 78 Willow. A motion was made by Pat S. and seconded by
Cindy F. Motion passed and addresses will be sent forward. After more
discussion, 443 Main St. was also nominated. A motion was made by Pat S. and
seconded by Yvonne P. Motion passed and addresses will be sent forward by the
Chair via email to City staff.
Membership: We welcomed our visitors and invited them to become members. Michael
G. said we would like to be a member. A Motion was made by Yvonne P. and seconded
by Deborah P. Motion passed information will be sent forwarded. Welcome Michael.
COMMISSIONER COMMENTS: Mayor Baldwin reported she is back and her new bionic
shoulder is working well. She is working on rehab and all is coming along fine.
We welcomed her back and hope she is back in full swing soon. She reported that
the budget passed with only a small deficit. The remodeled Intra-Model Station
will have an open house on Tues at 1:30. There will also be a Commissioner
Retreat this summer. Moratorium on Marijuana is about to run out. The State and
State courts orders are still pending. The ANG is fighting to keep the base open
with an active Air Force function. Breakfast Table is this weekend. Construction
is going smooth and ahead of schedule on Micigan Ave.
Battle Creek Public Schools: No representation. Chair will contact
Administration office to inquire why Dr. Hicks was not at the meeting as she was
asked and accepted the invitation last month.
OLD BUSINESS: James has scheduled a training session to distribute Dashboard
Survey Sheet on Sat. Jun 16 at CA Boardroom (the same place as our meeting).
Katie, James, Cindy, Michael, and Jescinda, Nancy McFarlane’s Executive Assistant
were present.
NEW BUSINESS:
James will solicit potential candidates to attend our Sept. mtg.
Annual Picnic will be held in August. The date of the picnic is Aug 9th at 6:00
p.m. at the Doris Hale Center – all purpose room (across the street from CA main
building). Council made motion to change picnic date, due to conflict of schedule
of the Chair. Linda C. made the motion and Yvonne P. seconded. Motion passed and
the will be passed forwarded to City Hall.
MEMBER COMMENTS: Pat spoke with Sgt. Grafton and he provided Pat with the contact
information for Officer Corey Champlin. CChamplin@battlecreekmi.gov The officer
is on duty 2-10pm and is off on Wednesday and Thursday.
Public COMMENTS: None.
ADJOURNMENT:
Meeting was adjourned at 8:30 p.m.
