POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL Thursday, Nov 1, 2012 CAA Board Room 175 Main St. 7:00 p.m. The Chair James Moreno called the meeting to order at 7:00 p.m. in the CAA Board Room. ATTENDANCE: Members Present: Linda Carmona, John Cash, Cynthia Fritz, Katie Hubbard, Deborah Perkins, Yvonne Powell, Diana Quigg, Pat Shellenberger, and James Moreno. Members Excused: Eliose Fogg and John Kenefick. Guests and Visitors: Steve Bundle-BC Neighborhood Services, Jamie LaPratt BCPD, Sophia DiPietro and Michael Blair, All Species Kinship. ADDITIONS AND DELETIONS TO THE AGENDA: No additions or deletions. APPROVAL OF MINUTES: Motion to accept Jun/Sep/Oct minutes was made by John C. and seconded by Diana Q.. Motion was approved by all. CORRESPONDENCE AND ANNOUNCEMENTS: • NIBC will be continuing it’s work on the NPC’s and will be holding a Neighborhood Planning Council Symposium on Tuesday, Nov. 20 from 6:00 p.m. to 8:00 p.m. at Burnham Brook. • CA has volunteer opportunities if anyone has time on their hands. • Cliff Street Community Garden has a successful 1st. year and is in Phase II for next year. Phase II is to looking to add a water source and trees. • NIBC is holding an Open House on Nov 4 for the NSP homes; information can be found in Shopper. COMMITTEE AND STAFF REPORTS: Police: Officer LaPratt reported that there has been an increase in B/E’s in the area. Crime Stats were distributed and the following was reported: • Issues at the Liquor Store on James/Michigan • Issues on crime in the area of Horton – it was reported that the Police is working in that area and are aware of the problems. • Question was made on the Fire that occurred at Hamilton Park and why did it take so long for the Police/Fire to arrive? Is there a problem with the 911 dispatch? If you have a non-emergency you could call 781-0911 to report. • 120 Academy – B/E – entry was from the back of the property. • 15 Cliff St. – Vacant lot is being used as a parking lot by the property owners on both sides; the lot is County owned –parking is not permitted. Code: Steve Bundle distributed Code Stats. The following was reported: • 106 Academy – What is going on there? Status update – Dec meeting • 42 Willow – This is a burn out and it is still in Court Process. • 36 Lathrop – Council will work with Dennis McKinley to obtain current status of the work being done. Planning: None Beautiful Battle Creek Award: Motions to submit the following properties for Beautiful Battle Creek Awards were approved and will be forwarded to the City. • CA Central Campus 175 Main St – Motion by Yvonne/Seconded by Diana – approved • 39 Horton – submitted by Pat–Motion by Diana/Seconded by Deb – approved • 56 Willow – submitted by Pat–Motion by Diana/Seconded by Linda – approved Membership: A motion to remove Simone Watkins from NPC#1 membership was made by Diana and seconded by John – motion approved and will be forwarded to the City. A motion to re-new the following members: Linda Carmona, Diana Quigg, Cynthia Fritz and James Moreno for membership was made by Cynthia and seconded by Diana – motion approved and will be forwarded to the City. COMMISSIONER COMMENTS: None Battle Creek Public Schools: No representation. OLD BUSINESS: James turned the meeting over to the Nominating Committee for NPC yearly election of Chair, Vice Chair and Secretary for the year 2013 starting in January. Chair – was James Moreno and Diana Quigg. The ballot was opened for any additional candidates, there were none. There was a question as to James being on the ballot when he had already served 3 years. The by-laws state the chair can serve no more than 3 yrs. unless you have no one else and because we have one other vying for the position, James could not be on the ballot. James stated that he has not served 3 yrs. which would make him a valid candidate. A question to the members was asked if they wanted to continue with the elections with James and Diana as the candidates for Chair; Secretary will seek clarification on James status and the By-Laws from Neighborhood Services staff. A closed ballot was taken and James was voted in as Chair. NOTE: I met with Neighborhood Services Staff, Friday, Nov 2 and they have clarified that James has served only 2 yrs. Also, the By-Laws state that the Chair can only serve for 3 yrs. If someone else decides to run than the current Chair with 3 yrs. served cannot vie for the Chair position. Exceptions are made if there is no one who wants to hold the office. Vice-Chair: The nomination committee has solicited no one for the position. Pat S. nominated Diana Q. and she accepted. Because of the question on the Chair position, James was also nominated for the Vice Chair (this was on the basis that if the City deemed him unqualified for the Chair he would assume the position of Vice Chair). By a closed ballot: Diana Q. was elected Vice-Chair. Secretary: There were no nominations. The floor was opened for nominations. There was none. We will look to fill this position at the December meeting. The following voting selections will be forwarded to the City: James Moreno- Chair, and Diana Quigg-Vice-Chair. NEW BUSINESS: A presentation by All Species Kinship was made. This non-profit formed in 2001 as a direct outreach on wild life. The also have a Creature Comfort Program which is a direct outreach for a pro-active approach to solving dog neglect concerns. All dogs are individuals and they help all breeds of dogs. If you have question or concerns about dogs in your neighborhood you can call ASK at 877-596-7776 any time as the number is a monitored 24/7. You may also call Animal Control Central Dispatch at 269-781-0911. Since they do not handle issues with stray cats you can contact the following organizations: Alley Cat Angels – 877-636-9669 or Companion Cats at 269-753-5594. MEMBER COMMENTS: None.
