Minutes Minges Brook/Riverside Neighborhood Planning Council (NPC) #11 Minges Brook Elementary School Library 435 Lincoln Hill Drive, Battle Creek, MI 49015 Wednesday – October 24, 2012 1. 7:00 PM - Welcome and opening by John Godfrey 2. Attendance sheet: Jim Baldwin, Rudy Barda, Jan Barry, Randall Champlin, Dave Hawks, Wendy Rominger, Annie Wyson, City Representative Susan Bedsole, Vice-Mayor Elizabeth Fulton, Guests: Joseph Goss, Norma J. Mayo, Anita Bliss, BCPD Officer LaPratt. 3. Additions or deletions to this agenda - none 4. Approval of the September, 2012 meeting's minutes - passed unanimously. 5. Correspondence sent/received - The NPC received notice from the city that members with expiring terms would be submitted to the City Council. Randall ask that Holmwall's and Fitzgerald be removed because they have moved away or no longer attend meetings. 6. City staff reports: * Police Department Report: Officer LaPratt warned the members to be cautious when shopping as purses are being stolen and the credit cards used to purchase gift cards. The gift cards cannon be traced or canceled. * City representative Report Susan Bedsole - Crime and code enforcement updates were distributed. * City/County Commissioners' reports * Vice Mayor Fulton: 1. Vice Mayor Fulton and Mayor Baldwin will be holding constituent meetings. 2. Fall into the Arts, on Friday, October 19th. It was a big success even with the rain. 3. There were also positive comments from members on the downtown redevelopment work. 7. Committee reports: * Beautiful Battle Creek Award: Ann Wyson - The nominee is Mora Smith at 115 Applewood place. Congratulations! * Neighborhoods and Land Use: John Godfrey - No new Business * NPC 11 Programs: No update 8. Old business from previous meetings: No old business 9. New business: No new business 10. Public comments: None 11. Members' comments: * Frank Egland ask how a his church could get a sign put up that could direct people where to turn off of Beckley Rd. "Off premise" signs are not allowed in current code. To find out if the sign is permitted you need to check with the planning department. * Q: What if a neighbor blows their leaves into the street? A: This is illegal but hard to enforce as the person has to be caught while doing it. If you video tape it and are willing to testify then the city will site them. * Colombia Business District will hold their next meeting on Oct 30th 5:30-7:00 * Habitat's next meeting is Nov. 15th from 4:30 to 6 at Burnham Brook. * Fire Keepers Casino's new hotel will open on 12/12/12 12.
