FEBRUARY 7TH MEETING – CHANGE OF VENUE
TO BE HELD AT 20 Newark FRANKLIN SCHOOL – NEW ADDITION
The Chair James Moreno called the meeting to order at 7:00 p.m. in the CA Board
Room.
ATTENDANCE:
Members Present: John Cash, Cynthia Fritz, Katie Hubbard, Diana Quigg, Gilbert
Ortiz and James Moreno.
Members Excused: Linda Carmona, Eliose Fogg Deborah Perkins, Yvonne Powell, and
John Kenefick.
Guests and Visitors: Susan Baldwin - Mayor, Sherry Sofia – City Comm., Lynn Ward
Gray – City Comm., Dennis McKinley, BC City Inspections
ADDITIONS AND DELETIONS TO THE AGENDA: No additions or deletions.
APPROVAL OF MINUTES: No Quorum. Minutes will be approved at the Feb. meeting.
CORRESPONDENCE AND ANNOUNCEMENTS:
• Jan 12th Styrofoam Collection at 1st United Methodist Church from 10-12 a.m.
This will be repeated Apr. 27, Jul 13, and Sep 14.
• A copy of the By-Laws will be included with the minutes. The 2013 Schedule of
Waste Managements pick-ups will also be included.
• The Chair reminded all that if they need to adhere to the By-Laws on
attendance.
COMMITTEE AND STAFF REPORTS:
Police: No Rep. – Stats were distributed by the Dennis McKinley.
Follow-up:
• A question was asked about Animal Cruelty listed in the report. – Since
there was no Police Rep. – Cindy will contact the Police Dept. on the Animal
Cruelty as in tonight’s report there were 2 more incidents listed.
Code: Dennis distributed Code Stats. He reported that our new Code Rep is Jason
Francisco. This is part of the city re-alignment of the Code office. The
following properties are scheduled or have already been demolished as dangerous
buildings: 24 Post, 207 Post, 40/42 Mary, 91/93 Green, 42 Willow, 106 Academy,
118 Highway and 86 James. Violations have been written on the old Transmission
and Victory Lane properties.
The following issues were reported:
• 495 East Michigan – it was reported that the Garage is listing and looks
very dangerous.
• 457 Main St. – Junk Vehicle
• 415 Main St. – Front Yard Parking
Planning: None
Beautiful Battle Creek Award: None. If you see a property that should be awarded
please take note of the address and bring to next meeting.
Membership: It was noted by John C. (former Vice Chair) that John K. has
contacted him that he would like to be removed as a member and John K. will send
the chair a written notice.
COMMISSIONER COMMENTS: Mayor Baldwin reported that there are no big issues on the
table at this time. The commission is looking at how people are selected to sit
on City Committees. Mayor Baldwin and Comm. Helmbolt are looking for community
feedback on this subject. Ken (City Manager) and Jim (Finance) are looking at the
Budget. It was noted that the Air National Guard would be getting the Drone
mission, but not the C12’s. Susan noted work is being done to try and get the
C130’s at the Nat’l Air Base.
Commissioner Sofia was congratulated on passing her class and we are glad to see
her back.
• A question on the Re-districting was asked again and the Mayor reported that
they are still working on that issue. There was a discussion about street
cleaning and leaf pickup.
Battle Creek Public Schools: No representation.
OLD BUSINESS: None
NEW BUSINESS: James reported that February meeting will be held at the new
addition at Franklin School. Individuals will need to enter the school using the
20 Newark street entrance. BCPS Superintendent Dr. Hicks and Franklin School
Principal Ms. Daniels will be present. There will also be a tour of the new
addition. Individuals will need to enter the school via the main entrance
at 20 Newark.
MEMBER COMMENTS: Gilbert addressed his attendance. Diana is looking at
submitting a Mini-Grant to the Community Foundation, this grant would enable us to
get the message out about our Planning Council. She is looking for ideas and
assistance.
Public COMMENTS: None.

Meeting was adjourned at 8:25 p.m.
