POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL
Thursday, Jun 6, 2013
7:00 p.m.
The Chair James Moreno called the meeting to order at 7:00 p.m. at CA Board Room.
ATTENDANCE:
Members Present: John Cash, Cynthia Fritz, Katie Hubbard, Deborah Perkins, Diana
Quigg, Yvonne Powell, Don Stormer, Pat Shellenberger and James Moreno.
Members Excused: Linda Carmona, Eliose Fogg, and Gilbert Ortiz.
Guests and Visitors: Elizabeth Fulton, Vice Mayor – City Comm., Sherry Sofia –
City Comm., and Jason Francisco – Code Compliance.
ADDITIONS AND DELETIONS TO THE AGENDA: None.
APPROVAL OF MINUTES: Motion to approved Apr. was made by Don and seconded by
Diana. Motion was approved.
CORRESPONDENCE AND ANNOUNCEMENTS:
• Jun 10 – Historic District Comm. Mtg. – Comm. Chambers at 4:00 p.m. 1 issue
for 125 Oaklawn Ave. – new roof and windows.
• Jun 11 – Zoning Board of Appeals – 4:00 p.m. Comm. Chambers. 1 Issue which is
a variance for an oversized garage.
COMMITTEE AND STAFF REPORTS:
Police and Code: Jason distributed the Police and Code reports. The Police were
not in attendance. Jason will take any issues for the Police and pass them on.
We were informed that the obnoxious weed and grass officer has been busy
identifying properties – which is reflected in the Code Report. It takes about 2
weeks for the issue to go thru the system. Code has been working pro-actively and
it shows throughout the Post/Franklin neighborhood. Jason reported that 178
Grenville is on the Dangerous Building list. He also told us that the property on
Main and Post was sold to the property owner on Post Ave.
The following Police and Code issues was reported:
• Police – 21 E. Kingman – parking over the sidewalk. Jason did state that the
red car parked in the driveway is an inoperative vehicle and the owner lives
out of state – code is going thru there process to have the issue resolved.
• 120 Academy – Exterior in disrepair, owner was ordered to repair by May 1,
which he failed to do so. It is not a registered rental, it has been requested
to become a rental. Jason will report back on its status.
Planning: None
Beautiful Battle Creek Award: The following two properties were nominated for BBC
Award. 27 Greble St. for July and Post/Franklin Community Garden at 185 Cliff St
is for August. Motion was made by Debbie and seconded by Cindy. Motion was
passed. Remember, when you see a property that should be awarded please take note
of the address and bring to next meeting or call an officer.
Membership: A question was asked if the Membership List was up to date and it was
reported by the Chair Jim, that it is.
COMMISSIONER COMMENTS: Vice Mayor Fulton shared that the Cereal Festival is this
weekend with the parade on Friday and the breakfast table on Saturday. The budget
was approved for the next year. June 24 is the date the packages for running for
city commission seats will be available. Elizabeth also stated that even with the
redistricting for the precincts and she is no longer a Commissioner for any of the
3 Wards in the Post/Franklin area, she will still be attending our meetings. We
are so grateful for her commitment to our area, Thanks Elizabeth.
Battle Creek Public Schools: None.
OLD BUSINESS: None
NEW BUSINESS: Waste Management representative did not show up. Debbie and Cindy
gave an overview of the Post/Franklin Community Garden. The Garden has a Facebook
page Post/Franklin Community Garden, why not like us if you are interested. On
the Facebook page we post community announcements of when we are working (weeding
and in the near future picking), and discussing questions and concerns from
community members. If you are interested and not on Facebook, we are at the
Garden every Tues and Thu evenings at 6:00 p.m.
Request was made to have Dr. Hicks attend in September to discuss Battle Creek
Public’s bullying policy.
MEMBER COMMENTS: James reported that we do not meet in July and our August
meeting is our council picnic. A motion was made by Diana and seconded by Deb to
move the Picnic date to Aug 8th. Motion was passed. James will secure the Doris
Hale Center for our Potluck Picnic. An alternate location was offered by Pat, the
Community Garden. Doris Hale center is our first choice, but if the facility is
not available, we will use the Community Garden. Cindy will have fliers sent out
and she will call and remind everyone personally.
