POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL Thursday, Oct 3, 2013 7:02 p.m. The Chair James Moreno called the meeting to order at 7:00 p.m. at CA Board Room. ATTENDANCE: Members Present: John Cash, Cynthia Fritz, Katie Hubbard, Deborah Perkins, Diana Quigg, Pat Shellenberger and James Moreno. Members Excused: Linda Carmona, Eliose Fogg, Yvonne Powell, Don Stormer, and Gilbert Ortiz. Guests and Visitors: Joy Finnagen, Lorene Bush, Elizabeth Fulton, Vice Mayor – City Comm., Sherry Sofia – City Comm., Andy Hemboldt – City Comm., John Kenefeck, Luke Perry – Principal, Battle Creek Area Math and Science Center (BCSMC), Devon Gibson–Ward 3 Candidate, Mark Jones–Ward 3 Candidate, Dean Newsome- Ward 3 Candidate, Ofc. Trevor Galbraith – BCPD, BCFD Station #3 Reps. – Jason Francisco – Code Compliance-City of BC, Samantha Pearl – Community Health Connections, Sam Gray-NPC#2. ADDITIONS AND DELETIONS TO THE AGENDA: None. APPROVAL OF MINUTES: Motion to approved Sep minutes was made by Cindy and seconded by Diana. Motion was approved. CORRESPONDENCE AND ANNOUNCEMENTS: • Oct 25th is the 80th Annual Freedom Dinner for the NAACP – Holiday Inn at 6:00pm, the price is $50 and the Keynote Speaker is Dr. Craig Tatum, for more info call: 963-8805 • Post/Franklin Community Garden Season End Celebration – Oct 12 from 2-4:30 pm at the Garden • Sexual Assault Training begins Oct 5 (Sat). For more info call Pam Buchko at 245-3906. COMMITTEE AND STAFF REPORTS: Code Compliance: Jason distributed the Code and Police reports. Jason announced that the noxious weed ordinance is in effect until Oct 31. The following Code issues were reported: Code: • 255 Main St. – vehicle parking in the front yard. • Missing street sign on the corner of Caine and E. Michigan. • 120 Academy – Status was given. The property was inspected 45 days ago. An order to fix was written – owner did not fix – ticket was written. Police: The following were shared with Officer Galbraith • 427 Main – Drug activity suspected, requested further attention. • Academy/Cliff – Drug activity was reported and a request for attention. • 255 Main St., White SUV with Minnesota plates reported for front yard parking. Planning: None Beautiful Battle Creek Award: The following three properties were nominated for BBC Award. 38 James 20 Greble 222 Cliff St. – Fire Station #3 Motion was made by Diana and seconded by John. Motion was passed. Membership: None. COMMISSIONER COMMENTS: Commissioners present reported that the last Commission meeting was a quick one. On the agenda was the obsolete property tax relief. Members voiced their concerns with their email/personal information being listed on the City Website but the elected official’s was not. Vice Mayor Fulton and Commissioner Sofia shared that the matter had been looked into by Susan Bedsole and steps were being taken to address the concern. Update will be provided. Battle Creek Public Schools: Battle Creek Math and Science Center, Principal, Luke Perry was present and stated that BCPS wants the BCAMSC to be part of the community and invited the council to a tour of the Center. OLD BUSINESS: James stated that a Sub-Committee being headed by Diana to look at different projects the council could do in support of addressing Code Issues within our NPC has the following members – Diana, James, and Yvonne. We are seeking an individual from the Franklin Neighborhood to ensure that we are representative of our NPC. If you would like to participate in the Sub-Committee, please contact Diana. NEW BUSINESS: James asked for a nomination committee for Nov elections. Pat S, Deb P. and Cindy volunteered to be on the nomination committee. Cindy will divide the list equally between the 3 of them and they will contact members via phone to solicit interest in Chair, Vice Chair, and Secretary. Everyone should give consideration to hold an office, remember this is your NPC and it takes all of us to be involved. Our Guest Speaker was Samantha Pearl, CEO Community HealthCare Connections (CHC). She spoke on the Affordable Care Act (ACA). A presentation was given on what is it, what does it mean for our community and State, and how to obtain one-on-one assistance. She shared that there are both good and bad within the ACA, and it is a step in the right direction to engaging the nation in the conversation of how do we get to a fully functioning affordable health care program. She also took questions from the audience. You may call CHC at 969-6494 for more information to ask questions or schedule in-person help as they are a certified Navigator resource. Thanks Samantha for the great info. James allocated 3 minutes to each candidate for commissioner to give their platform and 5 minutes for questions/answer. The following candidates were present: Devin Gibson, Mark Jones, and Andy Hemboldt. For those returning candidates James allocated 1 minute to each for a follow-up from last month: Sam Gray (for Lynn Ward Gray) Dean Newsome, Sheri Sofia, John Cash, and John Kenefeck each reiterated their positions and asked for our support at the polls. MEMBER COMMENTS: None. PUBLIC COMMENTS: Sam Gray, NPC#2 Chair requested to be put on the mailing list for our minutes.
