Minutes Minges Brook/Riverside Neighborhood Planning Council (NPC) #11 Minges Brook Elementary School Library 435 Lincoln Hill Drive, Battle Creek, MI 49015 Wednesday – Sept 25th, 2013 1. 7:00 PM – Welcome and opening by Chairman Randall Champlin 2. Attendance sheet: Wendy Rominger, Dave Hawks, Norma J Mayo, Kathy-Sue Dunn (County Commissioner), Kaytee Faris, Beverly Vallillee, George Vallillee, Jan Barry. Talia Champlin, Mike Sherzer, Tim Martinovich, Mary Martin, Ryan Lothschultz, Sally Goss, Joseph Goss, Sam Gray. Additions or deletions to this agenda – None 4. Approval of the May meeting’s minutes – Dave Hawks moved to approve, Wendy Rominger supported the motion. The minutes were approved. 5. Correspondence sent/received – 5.1. Sept 10th Zoning Board of Appeals cancelled. Next meeting is Oct 8th. Historic District Commission Meeting Sept 16th, 67 Ann Avenue work needed. Summer BCATS distributed. City Clerk’s Office requested that we update our list of members. 5.2. Meeting Venue Change: The schools let the NPC know that due to a change of maintenance staff at Minges Brook Elementary that we would have to move our meeting time earlier to be done by 8:00 or move to Riverside Elementary. Our future meetings for 2013 and 2014 will be at Riverside Elementary. 5.3. County Commissioner Haadsma noted that he would arrive late due to his son’s football game 6. City staff reports: 6.1. Police Department Report: none 6.2. City Representative Report – Jennet cook provided Crime Mapping and Code Compliance reports. Early/Late garbage and weeds were the biggest code compliance issues by volume. Eleven larcenies were reported during the last month. Jennet also noted that Code Compliance expects to have a new code officer available this week. Randall Champlin mentioned that the newly repaved streets in the neighborhood were a big improvement. Mary Martin noted that the M-66 Entrance to town was not looking good with the construction obstacles. 6.3. City/County Commissioners’ reports 6.3.1. Commissioner Domenico: 6.3.1.1. Jeff is also happy with the streets. Jeff’s precincts have changed with the reapportionment of population to the balance the ward sizes but he will talk to anyone about issues. 6.3.1.2. The business improvement district. Colombia Ave speed has increased. This was done by MDOT. Q: why did MDOT change the speed. We don’t know locally MDOT did a study. Let Jeff Know if you have concerns. 6.3.2. Commissioner Walters: Bike Committee – non-motorized committee. BC received an honorable mention. We had 52 bike car accidents in BC last year. He would like to see that number come down. The City of Battle Creek will provide necessary reasonable auxiliary aids and services, such as signers for the hearing impaired and audio tapes of printed materials being considered in the meeting upon reasonable notice to the City of Battle Creek. Mayor Baldwin: The City issued bonds. Had expected 5% but we got. 4.86% which will reduce the interest payment. 6.3.4. County Commissioner Kathy Sue Dunn - County is focusing on County Roads and getting a finance manager 7. Committee reports: 7.1. Beautiful Battle Creek Award: Ann Wyson - None 7.2. Neighborhoods and Land Use: John Godfrey not here in Sept 7.3. NPC 11 Programs: Jim Haadsma - No update 8. Old business from previous meetings: None 9. New business: 9.1. Program Topic: Patricia Fosdick, Kim Halladay, Lisa Ottenhoff, Sherii Sherban of the Village to Village Steering Committee and Commissioner Helmboldt spoke about the needs of growing senior population in our area and how the Village a consumer driven, Person-centered approach offers an alternative to institutional care. NPC11 Membership Update: Randall Champlin moved to nominate Tim Martinovich of 128 Christy Dr to be added and that Jim and Lori Hopkins and Helen Devine be removed. The motion was seconded by Wendy Rominger. The motion passed. 10. Public comments: 10.1. Ryan Lothshultz and Mike Scherzer Both candidates Ward 5 introduced themselves to the NPC and passed out information. At Large candidates Commissioner Dave Walters, Kaytee Ferris John Kenific, Commissioner Andy Hemboldt, and Mayor Susan Baldwin also ask voters for their support. 10.2. Sam Gray Chair of NPC 2. Extended an invite to all to participate in the race workshop discussing “How Institutional Racism Hurts Our Food System (and what we can do about it)”. This is sponsored by Good Food BC! And will be held on Friday October 18 from 9AM to 3PM and the Calhoun Area Career Center (475 E. Roosevelt Ave) 11. Members’ comments: 11.1. There will be a river cleanup effort on Saturday October 5th. Registration starts at 8:30 at CO Brown Stadium.
