WESTALKE/PRAIRIEVIEW NEIGHBORHOOD PLANNING COUNCIL #10 Meeting Minutes September 23, 2013 The meeting was held at First Assembly of God Church, 800 S. 24th Street, Battle Creek Michigan Call to Order & Welcome Chair, Jeff Koteles called the meeting to order at 7:03pm Cecil Salinas led the invocation. Attendance: Members: Chairman: Jeff Koteles, Secretary: Linda Patenaude, Vice Chair: David Weaver, Diana Cole, Tom Frame, Joyce Garrett, Mike Troutman, and Cecil Salinas Commissioner Jeff Domenico and Mary Lou Ramon Guests: John Kenefick, Dave Walters, Jim and Susan Baldwin, Andy Hembolt, Jason Liss, Autumn Smith, MaryJane Cicpcic, Barb Morley, and Gary Busch. City staff: Marcie Gillette and Officer Kelson Gettel Chair Notes/Correspondence/Announcements: A historic district was approved on Ann Avenue. Additions or Deletions to Agenda: Guest, Jason Liss, asked to speak about the traffic problems in the WaWeeNork area. Also added to the agenda is the Westlake garden. Minutes: Jeff Domenico motioned to approve August 2013 minutes with support from MaryLou Ramon. The minutes were approved. Police Report: Officer Gettel passed out crime reports for our area. He was thanked by the group for setting up police presence along 24th Street and Hupp Road where speeding autos was a big problem. He also discussed the speed limits being raised on Columbia Avenue. Public Service Announcements from Commissioners: • Jeff Domenico shared that there are improvements being made on Wagner Dr. with wooden bridges. He also thanked the police for their presence on 24th before and after school to help with speeding. • Mary Lou Ramon shared that MDOT is in charge of the speed limits on Columbia, not the city. • Susan Baldwin attended a conference on successful cities. She shared that the food truck issue is ongoing. • Andy Hembolt also attended the MML conference with Susan on cities. He is very interested in neighborhood planning. He also shared that drop box regulations are coming. • Dave Walters spoke about pawn shops electronic imaging to make recovery of stolen items easier. a. Membership : Linda Patenaude said we are always looking for new members. b. Beautiful Battle Creek Award‐. c. Neighborhood Planning‐ None d. Woodland Park‐ Joyce Garrett shared that there are youth on the park board now. Youth also did the bulletin board at the park. City Staff Report: Marcie handed out reports. She asked how she could help with the WaWeeNork, Ferndale Court area traffic problems. With our Council having all meetings booked through the remainder of the year, it was decided to do more research and then have this be our topic for January. Traffic engineer and Chris Dopp will join us. We will have Greg Wikmark, from the city, come and speak for 5 minutes on this topic in October. Joyce Garrett asked about resurfacing on Devonshire Ct. Marcie will get back to her. Old Business: none New Business: Jason Liss, owner of H2O and resident of the WaWeeNork neighborhood, passed out maps. He presented the idea of creating a dead end located between Sylvan and WaWeeNork for safety sake. This matter will be addressed again briefly in October and then for a full meeting in January. Program: All at large candidates were invited to participate in this opportunity to share. Dave Walters, Andy Hembolt, John Kenefick, and Susan Baldwin all shared their visions for being city commissioners in the upcoming election. All candidates stayed after the meeting to answer individuals questions. Comments for the Good of the Order: Public Comments: There is a wonderful garden available for our neighborhood to use at Westlake Elementary with 50 x 50 ft beds. . Member Comments: Candidates were thanked for attending.
