POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL
Thursday, February 6, 2014
7:00 PM
The Chair Diana Quigg called the meeting to order at 7:00 p.m. at Battle Creek Area
Math & Science Center.
Attendance:
Members Present: John Cash, Cynthia Fritz, Eloise Fogg, Yvonne Powell, Pat Shellenberger,
Diana Quigg and James Moreno.
Members Excused: Linda Carmona, Deborah Perkins, Katie Hubbard, and Don Stormer.
Guests and Visitors: Jason Francisco - Code Compliance, BCPD Officer - Trevor Galbraith, John
Hennink - NPC2 Chairman, Renee Underwood - Chemical Bank
Additions and Deletions to the Agenda: None
Approval of Minutes: Motion to approve the January minutes was made by Cindy and seconded by
Eloise. Motion was approved.
Correspondence and Announcements: None
COMMITTEE AND STAFF REPORTS:
Police: Police Report was distributed by Officer Trevor Galbraith.
Code Compliance: Jason distributed the Code report. It was reported that starting March 17th he will
be looking for code violations42 Echo the windows shall be secured.
The following Code and Police issues were reported:
Police:
• Parking in streets while picking up children from Post Franklin school.
• The officer informed us that there are lots of larcenies going on.
Code:
• 15 Post - Cadillac and Ford for front yard parking.
• 14 Taft in Probate Court...kids had to move until estate settled.
Planning: None
Beautiful Battle Creek Award: There were no nominations this month.
If you see a property that you feel deserves a BBC Award you may nominate that property, all that is
required is the address. The council will then vote and the address is submitted to City Neighborhood
Planning Office who will then proceed with the issuing of the Award. Note – once we submit the
addresses the City takes control of the process and we have no say when an address will be awarded.
If any member should have a question regarding an address that was submitted they need only
ask and the inquiry will be made to the City and the outcome will be documented in the minutes.
The update below is provided so that all have a record of what has been processed and what is
pending.

Membership: Diana recognized guests.
COMMISSIONER COMMENTS: Commissioners Lynn Ward Gray and Andy Helmboldt informed
us of the workshop at City Hall on February 18th on snow removal and talking about the order for
snow plowing.
Battle Creek Public Schools: Luke Perry - Principal Battle Creek Area Math & Science Center gave
us a tour of the building. Deborah Nuzzi was also present along with Renee Underwood from
Chemical Bank.
OLD BUSINESS: Our sub-committee met on Jan 14, 2014 at 5:30 p.m. at Neighborhoods Inc.,
regarding grant funding, holding a spring cleanup for the Post/Franklin neighborhood the end of March
along with trying to get a tire pickup in April.
NEW BUSINESS: John Hennink asked NPC #1 if there were any objections to his NPC #2 about
changing the name to North/East NPC2. Commissioner Gray and Cindy Fritz commented that he name
it North East NPC2. Our NPC1 made a motion to allow John to change the name to North-East.
Motion made by John C and seconded by Jim. Motion approved. A Letter of Support will be drafted
for John Hennink.
Member Comments: Cindy gave kudos for the article in the Battle Creek Enquirer about Diana and
Jim. Yvonne was glad that we are getting our cleanup arranged and are moving forward.
Public Comments: None.
Adjournment: Meeting was adjourned at 7:45 p.m. do our tour could start.
Next Scheduled Meeting: March 6, 2014 at 7:00 p.m.
