NORTHCENTRAL NEIGHBORHOOD PLANNING COUNCIL #2 Meeting Minutes – Monday, February 10, 2014 – Neighborhoods Inc. 1. Call to Order & Welcome: The meeting was called to order at 7:00 p.m. by S. Gray, Chair. 2. Attendance, Members Present: Scott Hutchings (FHC), Cal Thompson, Lynn Ward Gray, Samuel Gray, Kitty Hillian, Jeffrey Dinkins, Karen Lynn Todd, Dawn Wilkerson (NIBC), Absent: Fredrico Porter, Pastor Joe Hooper, Steve Lee, Keith McDonald, Sheryl McDonald, Tammie Porter and Dorothy Young; Members Excused Absence: Erin Mapes (Chemical Bank); Guests: Ricky Jones (Battle Creek Public Schools), Geraldine King, Jeanette Cook (City of Battle Creek), Andy Helmbolt (City Commissioner), Terris Todd (Calhoun County Commissioner), Officer Chad Francisco (Battle Creek Police Department). A quorum was present. 3. Approval of Minutes: Motion to approve the January 13, 2014 meeting minutes was made by Jeffrey Dinkins. The motion was seconded by Kitty Hillian. Motion Carried. 4. Correspondences & Announcements: Sam Gray reported on various Black History Month events within the Battle Creek community: Thursday, Feb. 13, Soul Food luncheon on at Kellogg Community College; Thursday, Feb. 20, African American luncheon at Calhoun County Career Center; Saturday, Feb. 22 Lakeview High School hosting an African American Athletes and Coaches event also on Saturday, Feb. 22, there is a group going to Detroit to the area Museums. 5. Committee & City Staff Reports: a. Police Department – Officer Francisco reported the B&E’s are still down for the month of January 2014. b. Neighborhood Services – Jeanette Cook reported the City would be issuing Class B citations for snow enforcement. Jeanette also reported on a prior concern regarding Cady’s Superette – it is on the City’s demo list. The City will be conducting property surveys in the spring & summer 2014. c. Beautiful Battle Creek Award Nominations – None. d. Membership – We are still trying to encourage NPC membership from Geraldine King, as she is a faithful individual in attending the monthly NPC 2 meetings. Terris Todd’s appointment to the NPC will be on the February 18th City Commission agenda. e. Elected Officials – Comm. Gray reported the following: 1) Moving forward with combining the Ethics & Rules Committee, 2) Refuse discussion is ongoing, 3) Changes to the current Job Access Reverse Commute services to Beckley Road due to funding, 4) Planning Session is being planned for goal setting and for setting city manager performance evaluation process, 5) The February 18 work session agenda currently includes snow plowing and use of City Hall Chambers by elected officials. f. Battle Creek Public Schools – Ricky Jones reported the Dudley Stem School would be scheduling bi‐monthly meetings starting in March 2014, to strategize as well as communicate ideas for available resources to the parents. 6. Presentation: None. 7. Old Business: The NPC Leadership Meeting has been postponed until March 2014. We are currently in the process of scheduling an NPC 2 Church luncheon in the spring 2014. 8. New Business: We currently have the following individuals on the Community Engagement Committee: Sam Gray, Pastor Joe Hooper, Cathy Ash (Chemical Bank), and Cal Thompson. The committee’s first responsibility is to assist in organizing the Parkway Manor Block Party. 9. Public Comments/Member Comments: Lynn reiterated the various Black History events that are scheduled throughout the month of February. Karen Todd attended the MLK event on Friday, February 7 & The Dramatics on Saturday, February 8. – both events were well attended. City Commissioner Andy Helmbolt mentioned individuals might want to sign up for “nixle.com” if they would like updates on the “goings‐on” of the City. Andy Helmbolt also mentioned Parks and Recreation has a similar website for individuals to receive updates regarding the City. Geraldine King mentioned there is a neighbor who receives quite a bit of traffic in her neighborhood. Terris Todd mentioned individuals have the ability to upload pothole pictures through the Calhoun County website. 10. Next Meeting: Monday, March 10, 2014, 7:00 pm at Neighborhoods, Inc. of Battle Creek, 47 Washington Avenue North. 11. Adjournment: The meeting was adjourned at 8:38 pm. NPC2 Mission: To improve the quality of life by listening and engaging residents. NPC 2 Vision: A safe, friendly, family‐driven neighborhood where everyone wants to live. The City of Battle Creek will provide necessary reasonable auxiliary aids and services, such as signers for the hearing impaired and audiotapes of printed materials being considered in the meeting upon reasonable notice to the City of Battle Creek.
