Neighborhood Planning Council 1 - Post-Franklin

POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL Thursday, March 6, 2014 7:00 PM The Chair Diana Quigg called the meeting to order at 7:00 p.m. at CAA Boardroom Attendance: Members Present: John Cash, Cynthia Fritz, Linda Carmona, Katie Hubbard, Diana Quigg and James Moreno. Members Excused: Deborah Perkins, Pat Shellenberger, Yvonne Powell, Eloise Fogg, and Don Stormer. Guests and Visitors: Jason Francisco - Code Compliance, BCPD Officer - Trevor Galbraith, John Hennink - NPC4 Chairman and Interim Chief Jim Bloxker . Additions and Deletions to the Agenda: None Approval of Minutes: Motion to approve the February minutes was made by Cindy and seconded by Jim. Motion was approved. Unfortunately the approval of the minutes has to be stricken from the record since we did not have a quorum. Correspondence and Announcements: It was announced that April 26th is the KCC Recycle-rama, Horizon ad is in the shopper and passed around to everyone for them to look at. Interim Police Chief Jim Blocker came to meet everyone at the NPC. COMMITTEE AND STAFF REPORTS: Police: Police Report was distributed by Officer Trevor Galbraith. Code Compliance: Jason distributed the Code report. It was reported that starting March 17th he will be looking to do property surveys and code violations at least through October. The following Code and Police issues were reported: Police: • Parking in streets while picking up children from Post Franklin school. • Corner of Main St. and E. Kingman on curve is an accident potential. • The officer informed us that the BCPD has an old drug drop-off inside the lobby of the police department. • Jim Moreno asked what the Chief's position was on front yard parking Code: • 15 Post - Cadillac, Sebring and Ford for front yard parking. • 21 E. Kingman - flashing gone in front. It's a rental property. • 17 E. Kingman • 57 Euclid - passed inspection on inside- still must paint on outside • 25 Warren - going through process Planning: None Beautiful Battle Creek Award: There were no nominations this month. If you see a property that you feel deserves a BBC Award you may nominate that property, all that is required is the address. The council will then vote and the address is submitted to City Neighborhood Planning Office who will then proceed with the issuing of the Award. Note – once we submit the addresses the City takes control of the process and we have no say when an address will be awarded. If any member should have a question regarding an address that was submitted they need only ask and the inquiry will be made to the City and the outcome will be documented in the minutes. The update below is provided so that all have a record of what has been processed and what is pending. Jan – 55 Vale Street Dec – 20 Greble Nov – 38 James Membership: Diana recognized guests. COMMISSIONER COMMENTS: None Battle Creek Public Schools: None OLD BUSINESS: Our sub-committee met on March 12, 2014 at 5:30 p.m. at Neighborhoods Inc., regarding grant funding for flyers to increase membership of NPC, holding a spring cleanup for the Post/Franklin neighborhood the beginning of May along with trying to get a tire pickup in May. NEW BUSINESS: Jim Moreno asked Samantha Pearl back in May about the EDGE program. Member Comments: None Public Comments: John Hennink attended our meeting and talked about having 152 members on the planning council and about different areas of the North side. Jason Francisco stated that the sidewalks in the Post/Franklin community were cleaned and had very few infractions as other areas did.
