NORTHCENTRAL NEIGHBORHOOD PLANNING COUNCIL #2 Meeting Minutes – Monday, March 10, 2014 – Neighborhoods Inc. 1. Call to Order & Welcome: The meeting was called to order at 7:00 p.m. by S. Gray, Chair. 2. Attendance, Members Present: Scott Hutchings (FHC), Cal Thompson, Lynn Ward Gray, Samuel Gray, Kitty Hillian, Joe Hooper, Jeffrey Dinkins, & Dawn Wilkerson (NIBC), Absent: Fredrico Porter, Karen Lynn Todd, Steve Lee, Keith McDonald, Sheryl McDonald, & Tammie Porter Members Excused Absence: Terris Todd & Erin Mapes (Chemical Bank); Guests: Bernard Brown (Battle Creek Public Schools), Marcie Gillette (City of Battle Creek), Casey Holbrook (Kellogg Community College), Glenn Whitt, Bettie Robertson, Interim Police Chief Jim Blocker & Officer Chad Francisco (Battle Creek Police Department). A quorum was present. 3. Approval of Minutes/Adoption of Agenda: Motion to approve the February 10, 2014 meeting minutes was made by Kitty Hillian. The motion was seconded by Lynn Ward Gray. Motion Carried. Sam Gray requested a motion to amend Item #6 (Presentation) on the agenda dated March 14, 2014. Motion to approve the amendment of Item #6, Presentation by Casey Holbrook (Kellogg Community College, KCC) was made by Kitty Hillian. Seconded by Lynn Ward Gray. Motion Carried. 4. Correspondences & Announcements: Police memorial program will take place in City Hall Commission Chambers on May 15 at 12 noon. 5. Committee & City Staff Reports: a. Police Department – Officer Francisco reported the B&E’s went up in February 2014. Marcie Gillette explained the crime report is still not fully functional as there is a delay in the two systems communicating with one another. The City is hopeful they will have a fully functional software program in Mid‐May 2014. b. Neighborhood Services – Marcie Gillette discussed the code violation report that was passed out during the meeting. Marcie will be following up regarding the storm drain inquiry on Wood Street and will be presented at the next NPC #2 meeting. A complaint about snow plowing not being curb to curb was made. Comm. Gray will ask Todd Gerber to contact Jeffrey Dinkins regarding her concerns. Bettie Robertson expressed concerns around the vacant and abandoned building process. Marcie Gillette will discuss concerns with Dennis McKinley and determine appropriate next steps. c. Beautiful Battle Creek Award Nominations – None. d. Membership – It was moved by Jeffrey Dinkins and supported by Kitty Hillian to nominate Bettie Robertson for NPC #2 membership. Motion Carried. e. Community Engagement Committee – The committee has not met.  f. Elected Officials – Lynn Ward Gray passed out the following documents: 2013‐14 City Commission meeting schedule, City Commission Committee Assignment List, Ward, & Precinct Boundary map, NPC maps, & NPC Chair Roster, BC Vacant Building Working Group Report & Streets and Parks City Map/Grid. Some members also had an interest in written material that defines the various forms of government. Comm. Gray will research. g. Battle Creek Public Schools – Bernard Brown reported the BCPS has partnered with Summit Pointe, to schedule meetings to strengthen families. There will be a free program offered to individuals to play basketball at Full Blast during Spring Break 2014. 6. Presentation: Casey Holbrook, Kellogg Community College presented information regarding the manufacturing program they have through KCC, which is available to all individuals who are seeking employment. The training is a four‐week course and the first session is scheduled to start in Mid‐May 2014, and the second session is scheduled to start Mid‐September. Casey assists individuals in signing up for the training, interviewing, locating an employer, as well as making sure the individual does not run into any obstacles in maintaining employment. 7. Old Business: N/A 8. New Business: Dawn Wilkerson reported Bill Phillips (President & CEO, NIBC) is due back in the office this week as he has been out of the office for medical reasons. 9. Public Comments/Member Comments: Jeffrey Dinkins was concerned regarding the allegations between individuals within the Battle Creek Police Department and the purpose of bringing to light the issues to the public. Comm. Gray stated the city does not control what or how the media reports on the information they are given. 10. Next Meeting: Monday, April 14, 2014, 7:00 pm at Neighborhoods, Inc. of Battle Creek, 47 Washington Avenue North. 11. Adjournment: The meeting was adjourned at 8:44 pm. NPC2 Mission: To improve the quality of life by listening and engaging residents. NPC 2 Vision: A safe, friendly, family‐driven neighborhood where everyone wants to live.
