Neighborhood Planning Council 1 - Post-Franklin

POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL Thursday, May 1, 2014 7:00 PM The Chair Diana Quigg called the meeting to order at 7:00 p.m. at CAA Boardroom Attendance: Members Present: Linda Carmona, Cynthia Fritz, Pat Shellenberger, Yvonne Powell, Katie Hubbard, Diana Quigg and James Moreno. Members Excused: Deborah Perkins, John Cash and Eloise Fogg. Guests and Visitors: Jason Francisco - Code Compliance, Bill Phillips - Neighborhoods Inc., City Commissioner, Lynn Sam Gray, Sherry Sofia and Al Lassen - Battle Creek Enquirer. Additions and Deletions to the Agenda: None . Approval of Minutes: Motion to approve the April minutes was made by Jim and seconded by Cindy. Motion was approved. Correspondence and Announcements: It was announced that there will be a celebration at Post- Franklin school on June 4th from 1:15p - 3:00p with a carnival type atmosphere. Jim's flyer was passed around regarding our spring clean up for June 7th. Bill Phillips announced that NIBC and the BCPD were partnering. Mr. Phillips also announced they were doing a CIMS study and W.J. Schroer would help to analyze the data. It was also requested that we give a Letter of Support to Interim Chief Jim Blocker for the Byrne Criminal Justice Program. A motion was made by Cindy and seconded by Pat. Motion carried. Letter was signed and given to City Commissioner Lynn Ward Gray. COMMITTEE AND STAFF REPORTS: Police: Police Report was distributed by Jason Francisco our code compliance officer. Code Compliance: Jason Francisco distributed the Code report. It was reported that property surveys and code violations have started and will go at least through October. The following Code and Police issues were reported: Police: • 21 E. Kingman - lots of activity going on all hours of day and night. • 92 Main St. (Old Transmission Shop) building not safe and people are staying in the place. • Code: • 109 Kingman - owners are moving back to property • 120 Kingman - second ticket issued. • 95 Kingman - owners are moving back to property. • 21 E. Kingman - in compliance with interior. waiting for weather to change to start working on it and also bought supplies. • 362 and 366 Main Street broken windows, bank cleaning up property and windows were secured • Victory Lane has been torn down.  • Old Petro Pantry is now owned by Speedway and they will be tearing it down. • 342 Main - Planning: None Beautiful Battle Creek Award: There were 2 nominations this month. • 14 E. Kingman • 18 E. Kingman There was a motion made by Yvonne and seconded by Linda. Motion was approved. If you see a property that you feel deserves a BBC Award you may nominate that property, all that is required is the address. The council will then vote and the address is submitted to City Neighborhood Planning Office who will then proceed with the issuing of the Award. Note – once we submit the addresses the City takes control of the process and we have no say when an address will be awarded. If any member should have a question regarding an address that was submitted they need only ask and the inquiry will be made to the City and the outcome will be documented in the minutes. The update below is provided so that all have a record of what has been processed and what is pending. Membership: Diana recognized guests. NPC1 decided that we can set out membership details for joining at the Post Community Garden. COMMISSIONER COMMENTS: Lynn Ward Gray informed us there is a Prayer Breakfast on Tuesday, May 6th at 7:25a at the Kellogg Arena. The City Commission is having bi-monthly workshops and would like NPC Chairs to attend and participate. They are having an Ethics Committee meeting . Lynn also announced that on June 17th at 5:30p Marcie Gillette will be doing a process and plan about quorums for membership. Lynn also reminded the NPC1 members that Commissioner Mike Sherzer would like input regarding the search committee for City Manager. Battle Creek Public Schools: None OLD BUSINESS: Jim will be picking up flyers for the Post-Franklin area's spring clean set for June 7th. NEW BUSINESS: Samantha Pearl was invited to talk with us regarding the Medicaid Expansion for Michigan. Member Comments: It was announced by Jim and Cindy that the Post Community Garden is organic and no pesticides are used. Public Comments: Bill Phillips announced that T-Shirts are available from NIBC's website.. It was also announced that on May 29th at 6:00p there would be a meeting at the Macedonia Community Church.
