Coburn / Roosevelt / Territorial / Wilson Neighborhood Planning Council - NPC 3 Meeting Minutes Thursday May 8, 2014 1. Call to Order / Time Convened: A meeting of the Battle Creek Coburn/Roosevelt/Territorial/Wilson Neighborhood Planning Council was held at the Michigan Tile & Carpet Community Room in Battle Creek, Michigan on May 8, 2014. The meeting convened at 7:03 pm with council chair Gloria Mansfield presiding. 2. Attendance: Call to attendance by sign-in. Members: Gloria Mansfield, Joel Fulton, Tim Conlogue, Phyllis Hopkins, Robert Ashley, Ryan Lothschultz. Absent, Excused: Chad Curtis, Cynde Foster, Matthew Marble. Absent, Unexcused: NONE City Commission: Mike Sherzer City Staff: Code Compliance Staff, Elijah Martin. Police Officer, Tonya Wilt. Guests: Terris Todd, Bill Phillips, Serena Long 3. Addition or Deletions to the Agenda: None 4. Approval of the Previous Minutes: No Quorum. 5. Correspondence and Announcements: Gloria Mansfield presented city planning commission correspondence, Historic District commission correspondence, typical neighborhood council interest correspondence and other announcements to the council and guests. 6. Speaker: None. 7. City Staff Reports: Police Department: (Reported at start of meeting) BCPD Crime Search Reports distributed by Elijah Martin. Officer Tonya Wilt gave an oral report, without information to the specific area, of recent public safety and police department updates to the council. Officer Wilt also answered questions. Council members and guests engaged in an open discussion of public safety and police department issues. Code Compliance: Elijah Martin distributed Code Reports, gave an oral report of recent code issues to the council and answered questions. Council members and guests engaged in an open discussion of city code issues. 8. Committee Reports: Commissioner Reports: Commissioner Mike Sherzer spoke to the council and guests about up-coming issues before the commission, including the Air National Guard Base, firefighting coverage, possible consolidation of the fire department, TIFA Funds expiration timeline, and food trucks. Mike also answered questions. Council members and guests engaged in an open discussion of issues. Battle Creek Schools: There was no representative from Battle Creek Public Schools or The Lakeview School District present. Membership (new additions/deletions): No new Additions or Deletions. Beautiful Battle Creek Award: 270 Burr St, the home of David and Wilma Elliott. Businesses: No Business / District report. 1 9. Old Business: Robert Ashley reported the desire to canvass and survey the SW Capital Ave corridor from Fountain St to Territorial Rd in relation to the Zoning and Planning Department presentation at the April Meeting. 10. New Business: a. The Council has decided to continue till December 2014 elections with the current NPC slate in place. No Quorum, so no vote was taken. b. The council would like to place a 3 minute time limit on speaking on an issue. No Quorum, so no vote was taken. c. The council would like to add Serena Long and Patrick Barnett to the council as members since they have met the requirements. There is interest to place membership at the early lines of the agenda as there is better chance for quorum there. No Quorum, so no vote was taken. 11. New Business tabled for future meetings: b. Time limit placement on speaking. c. Additional members and position on agenda to be voted upon early in meetings. 12. Public /Guest Comments: Bill Phillips, CEO of Neighborhoods INC. spoke to the council about residential surveys, neighborhood assessments and community conversations. Bill also spoke and distributed information about training opportunities through Neighborhood Works Conferences. Terris Todd, Calhoun County Commissioner reported current issues, including pot holes, prioritizing road work in townships and on bridges, possible rural roads to gravel and equipment issues for the road departments. 13. Members Comments: Desire to not have meeting in July as normal. No Quorum, so no vote was taken. 14. Adjournment: Motion to adjourn by Joel Fulton and supported by Phyllis Hopkins.
