POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL
Thursday, October 2, 2014
7:00 PM
The Chair Diana Quigg called the meeting to order at 7:00 p.m. at CAA Boardroom
Attendance:
Members Present: Cindy Fritz, John Cash, Yvonne Powell, Pat Shellenberger, Katie Hubbard, Diana Quigg
and James Moreno.
Members Excused: Deborah Perkins, Linda Carmona, and Eloise Fogg.
Guests and Visitors: Dennis McKinley - Code Compliance, Karen Evans - Battle Creek School Board,
Richard Weaver - Battle Creek Transit, Kathleen Cherenenko and Thomas Wirebaugh - BCPD.
Additions and Deletions to the Agenda: None .
Approval of Minutes: Motion was made by Cindy Fritz and seconded by Yvonne Powell. Minutes for
September were approved.
Correspondence and Announcements: Karen Evans announced that she was running for Battle Creek School
Board in the upcoming election. City Commissioner Lynn Ward Gray announced that the Water Superintendant
would be a guest on her next show and about the vandalism at RJ Hamilton Park.
COMMITTEE AND STAFF REPORTS:
Police: Police Report was distributed by Kathleen Chrenenko and Thomas Wirebaugh.
Code Compliance: Dennis McKinley distributed the Code report.
The following Code and Police issues were reported:
Police: It was reported that Lieutenant Walters would be assigning an officer to the Planning Council.
• 120 Academy St - indecent exposure incident
• 17 E. Kingman - congregation of kids at abandoned house between 17 and 21 E. Kingman
• 14 E. Kingman - break in at approximately 1:00p - 2:00p
Code:
• 120 Academy St. - if there is a rental permit. Dennis will check and let us know
• 52 High St - trying to find owner (Ricky Hamilton) weed inspection
• 486 Cliff St - Judge issues order to appear gives 30 days, then another 30 days before appear in court.
Usually fined.
• 457 Main - door rotted out, junk behind house, fake bricks falling out on front porch and storm door
open
Planning: None
Beautiful Battle Creek Award: None.
If you see a property that you feel deserves a BBC Award you may nominate that property, all that is required
is the address. The council will then vote and the address is submitted to City Neighborhood Planning Office
who will then proceed with the issuing of the Award. Note – once we submit the addresses the City takes
control of the process and we have no say when an address will be awarded. If any member should have a
question regarding an address that was submitted they need only ask and the inquiry will be made to the
City and the outcome will be documented in the minutes. The update below is provided so that all have a
record of what has been processed and what is pending.
Membership: Diana recognized guests. No other membership
COMMISSIONER COMMENTS: Lynn Ward Gray announced that the New City Manager will be having
her first meeting where they will be doing introduction of ordinances and Off Road Vehicle for plowing snow
and ice. Also Lynn announced that the Code of Ethics would be getting additional language so it turns
resolution portion similar to consent agenda where the public will be allowed to talk for 3 minutes.
Battle Creek Public Schools: None
OLD BUSINESS: None
NEW BUSINESS: Richard Werner from Battle Creek Transit was invited to talk with us regarding the transit
problems for going to Main Street Market and needing some help from NPC'S 1,2 and 3 regarding the route for
continuing to travel to Main Street Market as well as possible help by Emmett Twp and Calhoun County. Jim
has been working with Transportation Manager to work out issue with Andy Sims and garbage being left
outside. Nominating committee was set up. Cindy and Pat will each split list and call members.
Member Comments: Our Post Community Garden hosted 5 school classrooms from Post-Franklin
Elementary to work on harvesting.
