Meeting Minutes
Thursday October 9, 2014
1. Call to Order / Time Convened: A meeting of the Battle Creek Central Neighborhood Planning Council was held at
The Battle Creek Regional History Museum in Battle Creek, Michigan on October 9, 2014. The meeting convened at 7:05
pm with council chair Gloria Mansfield presiding.
2. Attendance: Call to attendance by sign-in.
Members: Gloria Mansfield, Cynde Foster, Matthew Marble, Ryan Lothschultz, Joel Fulton, Robert Ashley.
Absent, Excused: Patrick Barnett, Serena Long, Phyllis Hopkins
Absent, Unexcused: Chad Curtis, Timothy Conlogue
City Commission: Mike Sherzer, Lynn Ward Gray, Deb Owens
City Staff: Code Officer, Elijah Martin. Police Officers, Chad Perry and Scott Perin.
Guests: Bob and Linda Holderbaum with the Battle Creek Regional History Museum.
3. Addition or Deletions to the Agenda: None
4. Approval of the Previous Minutes: None No Quorum.
5. Speaker: Bob and Linda Holderbaum provided handouts gave presentation of the Battle Creek Regional History
Museum to the council, attending city staff and guests. Bob and Linda also answered questions, passed out a survey
regarding the museum for all to complete and there was general discussion.
6. Correspondence and Announcements: Gloria Mansfield presented city planning commission correspondence,
Historic District commission correspondence, typical neighborhood council interest correspondence and other
announcements to the council and guests.
7. City Staff Reports:
Police Department: (Reported at start of meeting) BCPD Officers Chad Perry and Scott Perin distributed Police
Reports, gave an oral report of recent public safety and police department updates to the council. Officers Perry and
Perin also answered questions. Council members and guests engaged in an open discussion of public safety and
police department issues.
Code Compliance: Elijah Martin distributed Code Reports, gave an oral report of recent code issues to the council
and answered questions. Council members, commissioners, city staff and guests engaged in an open discussion of
neighborhood and city code issues and solutions.
8. Committee Reports:
Commissioner Reports: Mike Sherzer spoke to the council and guests about up-coming issues before the
commission, including working with city manager Rebecca Fleury, Neighborhoods as his next focus for the city, the snow
plow ordinance and the ethics policy. Commissioners Ward Gray and Owens agreed and all Commissioners answered
questions. Council members and guests engaged in an open discussion of issues.
Area Schools: There was no representative from Battle Creek Public Schools or The Lakeview School District
present at this meeting.
Membership (new additions/deletions): Robert Ashley announced resignation as a member of the council.

Beautiful Battle Creek Award (Residential and/or Business):
Residential: 3 S. La Vista Blvd, the home of Richard and Edwina Randall.
Business: 105 Highland Ave – Highland Family Dentistry.
Businesses: Matthew Marble reported efforts by Patrick Barnett and himself with the Old Lakeview Area
Neighborhood Network on surveying properties on SW Capital Ave corridor and in the Old Lakeview Business District.

Continued discussion of Central Neighborhood Planning Council – NPC 3 by-laws and agenda structure.
