POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL Thursday, November 6, 2014 7:00 PM The Chair Diana Quigg called the meeting to order at 7:00 p.m. at CAA Boardroom Attendance: Members Present: Cindy Fritz, John Cash, Yvonne Powell, Pat Shellenberger, Katie Hubbard, Diana Quigg, Linda Carmona and James Moreno. Members Excused: Deborah Perkins and Eloise Fogg. Guests and Visitors: Jason Francisco - Code Compliance, Lynn Ward Gray - Battle Creek City Commissioner and Thomas Wirebaugh - BCPD. Additions and Deletions to the Agenda: None . Approval of Minutes: Motion was made by Jim Moreno and seconded by Cindy Fritz. Motion carried and minutes for October were approved. Correspondence and Announcements: City Commissioner Lynn Ward Gray announced that the W.K. Kellogg Foundation and Kellogg Company is looking for community support and is looking into revitalizing our community and would like to set up a residential coalition. COMMITTEE AND STAFF REPORTS: Police: Police Report was distributed by Thomas Wirebaugh. Code Compliance: Jason Francisco distributed the Code report. The following Code and Police issues were reported: Police: • 457 Main St - feces all over yard - will send Animal Control to property • Curve on Main St - speeding issues. Emmett Township stopping on their side and BCPD stopping on city side • Newark - cars speeding and driving wrong way • 20 E. Kingman - a lot of car traffic in and out all day Code: Property surveys wrapping up. No more weed inspections for this year • 95 Highway St - son brought the property • Highway St - left side off Kingman - Bank owned. Tree was removed and roof was displaced. Violation ticket was issued. • 17 E. Kingman - leaves all over and open doors will have to be secured • Buses - Post/Franklin pick up/drop off time - school matter • Massachusetts Ave - trying to find owner (Ricky Hamilton) weed inspection Planning: None Beautiful Battle Creek Award: There are 2 nominations. Motion was made by Cindy and seconded by Cindy. Motion carried. 94 Post 45 E. Kingman If you see a property that you feel deserves a BBC Award you may nominate that property, all that is required is the address. The council will then vote and the address is submitted to City Neighborhood Planning Office who will then proceed with the issuing of the Award. Note – once we submit the addresses the City takes control of the process and we have no say when an address will be awarded. If any member should have a question regarding an address that was submitted they need only ask and the inquiry will be made to the City and the outcome will be documented in the minutes. The update below is provided so that all have a record of what has been processed and what is pending. Membership: Diana recognized guests. No other membership COMMISSIONER COMMENTS: Lynn Ward Gray - The City Commission approved calendar for 2015. January to April the commission is setting up a pilot program for ethics. The city commission wants to treat resolutions similar to the consent agenda and the public would be allowed to speak on every resolution. Battle Creek Public Schools: None OLD BUSINESS: Motion was made by Yvonne and seconded by Linda to turn over meeting to nominating committee for elections. NEW BUSINESS: Election of officers - Diana - Chairman, Jim Vice-Chair and John as Recording Secretary. Motion was made by Jim and seconded by Diana to destroy old ballots. Motion carried. Member Comments: Congratulations to Lynn Ward Gray for being Vice Mayor and she is still asking for public body to attend Commission meetings.
