WESTALKE/PRAIRIEVIEW NEIGHBORHOOD PLANNING COUNCIL #10 Meeting Minutes October 27 , 2014 The meeting was held at First Assembly of God Church , 800 s 24th Street, Battle Creek Michigan Call to Order & Welcome Chair, Jeff Koteles called the meeting to order at 7:05pm Invocation: A moment of silence was observed. Attendance: Members: Chairman: Jeff Koteles, Vice Chair: David Weaver, Secretary: Linda Patenaude, Julie Davis, Tom Rose, Mike Troutman, Karol Henegar, Joyce Garrett, Kevin Kline, Diana Cole, and Darlene Norman Guests: Carol Quinn, Scott Ganton, Zach Ganton City staff: Officers; Tom Rivera and Sergeant Mike Wood Chair Notes/Correspondence/Announcements: Community readiness. Additions/Deletions to the Agenda: none Minutes: Minutes were unanimously approved after a motion by Mike Troutman and seconded by Joyce Garrett. They were unanimously approved. Police Report: Officer answered questions from the group. Many were about speeding/traffic around schools Public Service Announcements from Commissioners: Committee Reports:. a. Membership: Slow work on the membership drive and targeting registered voters in our area. b. Beautiful Battle Creek Award-. None this month again and a reminder that we can do a business and a residential each month. c. Neighborhood Planning: none affecting our area d. Woodland Park: Joyce handed out new trail fliers with the new trail names. Gary Dodd built bird houses for the park. The park will be getting a new non‐fading map sign to be posted. New QR code coming for the park soon. City Staff Report: Jeff handed out code reports. No city staff present but Jeff or Linda will report any problems back. No one had any concerns. Old Business: none New Business: none Special Presentation: Scott and Zach Ganton presented their plan for the addition of 10 apartments at the Lakeview Senior Living Center. They will build up a green barrier for the neighbors. He will not be going to the planning board yet for a special use permit. The project is planned for in the spring. He showed us building plans. Comments for the Good of the Order:  Mike Troutman appreciated having devlopers like Ganton invest in Battle Creek.  Questions about the traffic survey on Ferndale came up. Haven’t heard about the study.  Linda said that there is a meeting for the “Fly Quiet Zone”a part of the 150 noise study from several years back. Linda is going to attend as our representative. The “Fly Quiet” program is a voluntary education for the pilots/customers who use the airport. They are told of residential areas where excessive noise can be heard and if possible avoid those areas..  Karol Henegar shared that manhole covers are so much lower than the road.
