The Chair Diana Quigg called the meeting to order at 7:00 p.m. at CAA Board Room
Attendance:
Members Present: Cindy Fritz, Pat Shellenberger, John Cash, Yvonne Powell, Diana Quigg and
James Moreno.
Members Excused: Katie Hubbard and Linda Carmona
Guests and Visitors: Lamar Mingle , Zach Mueller, Adam Upsdon and Jared Willmon - BCFD Tom
Engels -Code Compliance, City Commissioners Kaytee Faris and Kate Flores, William Hazel, Officer
Thomas Burke - BCPD, and Sgt. T. Gilleyler - BCPD

Additions and Deletions to the Agenda: None
Approval of Minutes: Motion was made by Yvonne and seconded by Jim Moreno that November
minutes be approved. Motion carried. (Linda Carmona was on telephone conference call)
Correspondence and Announcements: Jim let us know that on Saturday, December 6 from 10:30-
12:30 they would be canvassing Petitions to keep Fire Station #3 open and 1 day during the week at
Main Street Market.
COMMITTEE AND STAFF REPORTS:
The following Code and Police issues were reported.
Police: Officer Thomas Burke passed out the crime reports. Sgt. T. Gilleyler also attended the
meeting. They also let us know that they activated computer system with data base
House broken into 100 block of E. Kingman - one adult in custody, looking for teenager.
423 Main St - front yard parking black SUV or Ford F150 pickup.
374 Main St - runs generator 24 hours day
Yvonne - corner of Main St & Lathrop - people knocking on door 6-7 pm; gunshots around
Massachusetts Ave
Code: Tom Engels handed out the code report.

20 E. Kingman - rental or half-way house - 10 individuals coming and going
Beautiful Battle Creek Award: None
If you see a property that you feel deserves a BBC Award you may nominate that property, all that is
required is the address. The council will then vote and the address is submitted to City Neighborhood
Planning Office who will then proceed with the issuing of the Award. Note – once we submit the
addresses the City takes control of the process and we have no say when an address will be awarded.
If any member should have a question regarding an address that was submitted they need only
ask and the inquiry will be made to the City and the outcome will be documented in the minutes.
The update below is provided so that all have a record of what has been processed and what is
pending.
Membership: Diana recognized guests. Jim approached Women's Co-op about memberships.
COMMISSIONER COMMENTS: City Commissioner's Kaytee Faris and Kate Flores let us know
about the mayoral election - Dave Walters and Vice-Mayor Sue Baldwin. Vending Food Truck
Ordinance. Working with Land Banjk and looking at vacant business for investment in Post/Franklin
Area.
Battle Creek Public Schools: None
OLD BUSINESS: In Jan - take motion to add BCFD to reports As per our conversation in November
- motion was made by Jim and seconded by Linda to update list of members and terms for planning
council.
NEW BUSINESS: Jim invited City Commissioners to walk to keep Firestation #3 open.
Member Comments: Cindy would be offended if Full Blast and Binder Park Golf kept open and Fire
Station #3 closed.

Attendance:

Additions and Deletions to the Agenda: Correction of name for October minutes on Lamar Mingle -
BCFD.
Approval of Minutes: Motion was made by Cindy Fritz and seconded by John Cash that October
minutes be approved. Motion carried.
Correspondence and Announcements: Lynn Ward Gray let us know that the City of Battle Creek
has a new website, priority based budgeting is still ongoing. Lynn also let us know that the
International Festival of Lights would start on November 21st and the Kool Family Center would have
refreshments from 2:00p until 5:00p. Also her show Keeping you informed is 6:00p on Wednesdays on
Access Vision, Channel 17. It was also discussed about getting a grant for $100.00 award for Beautiful
Battle Creek on Main Street and other gateways.
COMMITTEE AND STAFF REPORTS:

Shemar Shorter - had bat as bus stop and bike stealing.
Sex Offender hanging around bus stop with children at Mike's Place.
Battle Creek Central - bike parking in a parking stop.
Speeding on Lathrop between Academy and Illinois Streets.
Highway and Jericho - older model Ford Taurus speeding.
Code: Dennis McKinley handed out the code report.
Code is tolled till spring on peeling paint and concrete, etc.
17 E. Kingman - status working on problem.
20 E. Kingman - rental or not - transient types in and out of house

NEW BUSINESS: Marcie Gillette and Brandon Nolan from House, Levine & Associates went over
the information for Master Plan Update.
Nominating Committee for elections is as follows:
Diana Quigg - Chairman, James Moreno - Vice Chairman and Cindy Fritz - Recording Secretary.
Motion was made by Jim and seconded by Diana to accept the slate of elections. Since there were
2(two) people sick motion carried by telephone conference call..
Member Comments: Cindy announced she had Petitions to keep Fire Station #3 open for people to
sign.
Public Comments: Marcie Gillette let us know about a Plumber's slip to change out a water meter or
repair to help fix tenant problems.
Adjournment: Meeting was adjourned at 8:59 p.m
