Central Neighborhood Planning Council - NPC 3 Meeting Minutes Thursday December 10, 2015 1. Call to Order / Time Convened: A meeting of the Battle Creek Central Neighborhood Planning Council was held at The Michigan Tile and Carpet Community Room in Battle Creek, Michigan on December 10, 2015. The meeting convened at 7:00 pm with council chair Gloria Mansfield presiding. 2. Attendance: Call to attendance by sign-in. Members: Cynde Foster, Ryan Lothschultz, Phyllis Hopkins, Gloria Mansfield, Timothy Conlogue, Matthew Marble Absent, Excused: Patrick Barnett, Serena Long, Joel Fulton Absent, Unexcused: City Commission: Dave Walters City Staff: Officer Jed Reames, Elijah Martin, Christine Zuzga Guests: Larry Rizor, Nancy Macfarlane, April Mendez, 3. Addition or Deletions to the Agenda: None. 4. Approval of the Previous Minutes: NONE. No Quorum. 5. City Staff Reports: Police Department: BCPD officer Jed Reames distributed Police Reports, gave an oral report of recent public safety and police department updates to the council. The officer also answered questions. Council members and guests engaged in an open discussion of public safety and police department issues. Reminder: Police non-emergency line number is 269.781.0911 Code Compliance: Elijah Martin distributed Code Reports, gave an oral report of recent code issues. Elijah also answered questions. Council members, city staff and guests engaged in an open discussion of neighborhood and city code issues, other business and solutions. Committee Reports: Commissioner Reports: Mayor Dave Walters gave an oral report of recent and up-coming issues for the city commission including the Battle Creek White Water, Binder Park Golf Course, Police and Fire buildings, the quiet zone, culture of vitality, Fort Custer cyber security mission and potential missile defense military base operations. The commissioner answered questions and council members and guests engaged in an open discussion. Area Schools: There was no representative from Battle Creek public Schools or the Lakeview School District. Old Business: None 7. New Business: a. 2016 Meeting Schedule decided with majority in attendance in favor: Meetings are held on the second Thursday of each month with no meeting in July or December. Meetings are held at 7:00 PM at the Michigan Tile and Carpet Community Room, 101 E Columbia Ave. January 14 February 11 March 10 April 14 May 12 June 9 August 11 September 8 October 13 November 10 8. New Business tabled for future meetings: Council Chair, Vice Chair, and Secretary nominations and election will be held at next meeting on January 14, 2016. 9. Speaker: April Mendez with Fresh Coast Capital spoke to the council and guest about a collaborated plan for the former Wilson school site. The plan included a pilot program of a working landscape consisting of a tree farm and flower farm. April answered questions and the council and guests engaged in an open conversation. Larry Rizor with Battle Creek Whitewater spoke to the council and guests and gave presentation. The presentation included potential plans for the Kalamazoo River and surrounding areas near Dickman Rd. and Capital Ave. the plan included green space, parking, recreation space, bike and walking paths connecting to current pathways, and an Olympic quality whitewater training space.
