POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL
Thursday – March 3, 2016
Chair Diana Quigg called the meeting to order at 7:00 p.m. at CA Board Room.
Attendance:
Members Present: Cindy Fritz, James Moreno, Yvonne Powell, Diana Quigg and John Cash. Linda Carmona and
Pat Shellenberger via phone.
Members Excused: Katie Hubbard
Guest and Visitors: Officer Burke – BCPD, Sgt. Todd Elliot – BCPD, La Mar Mingle – BCFD, David Kemp –
SWMCDC, Tommy Engels – Battle Creek City Code, BCFD Trac, BCFD Cushman, and BCFD Barney.
Additions and Deletions to the Agenda: None
Approval of Minutes: Motion was made by Jim and seconded by Cindy that February minutes be approved.
Motion carried. (Linda Carmona and Pat Shellenberger were on telephone conference call.)
Correspondence and Announcements:
Zoning Board of Appeals meeting is at 4:00 pm in City Commission Chambers, March 8, 2016.
Renters Workshop will be held Saturday, March 12 at 11:00 am at the Kool Community Center.
Committee and Staff Reports:
Police: Officer Thomas Burke was present. Was unable to get report from the system. Sgt. Elliott was also in
attendance and reported that when the weather gets better two Traffic Speed Signs will be placed on Main Street.
One at 415 Main and by the east side of Main just north of the Dairy Queen.
Police Department is looking at Southwest MI Rehab building as a new headquarters. No decision has been made as
they are still waiting engineer report. Also, there is a drawback as the building sits on the north side of the city.
Code: Tommy Engels distributed the Code Report. He updated us on 369/373 Main St. parking. It was reported
that they can park in both driveways as the owner owns the vacate property. The following properties are to be torn
down, 108 Highway, 55/56 E. Michigan, and 89 Euclid. The following issues were reported:
Kingman/Taft – flag to be removed.
58 Euclid – inoperative vehicles – it was reported that they are going back to court and there is nothing
Code can do until court makes decision.
Beautiful Battle Creek Award: None. Please come prepared for April meeting with addresses.
If you see a property that you feel deserves a BBC Award you may nominate that property, all that is required is the
address. The council will then vote and the address is submitted to City Neighborhood Planning Office, who then
proceed with the issuing of the Award. Note – once we submit the addresses the City takes control of the process
and we have no say when an address will be awarded. If any member should have a question regarding an
address that was submitted they need only ask and the inquiry will be made to the City and the outcome will
be documented in the minutes.

Commissioner Comments: None as there was no representation
Fire:
Station #3 thanked us as they reported they received their Beautiful Battle Creek award. ,
Old Business: Discussion on Station 3 and the upcoming meeting with the City, date will be 3/21/16, 6:30pm to
8pm. The location will be at the CA Doris Hale Child Development Ctr. at 110 Bennett St.
New Business: None
Members Comments: Yvonne updated us on the Renters Round Table events. They have been highly attended by
renters and landlords. Jim reminded everyone to be on the lookout for the announcement of the date for Community
discussion of Station #3.
