POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL Thursday Nov 3, 2016 Chair Diana Quigg called the meeting to order at 7:00 p.m. at CA Board Room. Attendance: Members Present: Cindy Fritz, James Moreno, Diana Quigg, John Cash, Yvonne Powell, William Hazel with Linda Carmona and Pat Shellenberger via phone. Members Excused: Katie Hubbard and LaMarr Mingle Guest and Visitors: Ofc. Burke BCPD, Dennis McKinley – Community Asset Admin. - City of Battle Creek, Lynn Ward Gray and Kate Flores – BC City Commissioners, and Samuel Gray. Additions and Deletions to the Agenda: Moved up Old Business – Nomination Committee to first item after Approval of Minutes. Motion – Jim Moreno, second – John Cash, motion carried. Approval of Minutes: Motion for approval of October Minutes was made by Yvonne and seconded by Bill. Motion carried. Correspondence and Announcements: Community Health Connections (CHC) is making a plea to the community for funding of their programs. Article will appear in the Sunday November 13th paper. There has been a funding shifts within the communities funding institutions and this is having a negative impact upon our ability to server the health needs of the uninsured and under insured. Please give and encourage others to do so. CHC’s future depends upon this. Sojourn Truth Day will be Nov. 20th at First United Methodist Church starting at 4:00 pm. The Urban League is providing rides to the poll on Election Day just call them. NPC Leadership Meeting is Monday, Nov 7 at the Public Works Building at 5:00 pm. Historic District Meeting has been moved to Dec 12 and the Zoning Board has been moved to Dec 13. Committee and Staff Reports: Police: Officer Burke distributed police. It has been a quiet month and nothing significant was reported to the Officer by Council. Code: Dennis McKinley distributed the monthly report. Dennis reported that the county will be demolishing houses throughout the neighborhood. One in particular is the house on the corner of Burnham and South Avenue. A question was asked if the city would be extending leaf pickup past Dec 1, since the trees still haven’t turned and dropped all their leaves. Beautiful Battle Creek Award: None If you see a property that you feel deserves a BBC Award you may nominate that property, all that is required is the address. The council will then vote and the address is submitted to City Neighborhood Planning Office, who then proceed with the issuing of the Award. Note – once we submit the addresses the City takes control of the process and we have no say when an address will be awarded. If any member should have a question regarding an address that was submitted they need only ask and the inquiry will be made to the City and the outcome will be documented in the minutes. Membership: None [Type here] Commissioner Comments: Lynn Ward Gray reported on the Commission Meeting that was held on Tuesday, they allotted money for the Capital Campaign for New Level Sports. The city is excited on the Byrne Grant of $850,000. The Nov. 15th meeting will start at 7:30 pm as they have an organizational meeting at 6:30 in which they will set the Mayor and Vice Mayor for the next year. Keeping you informed is about the new online applications for City Employment. The Planning Commission is on the 3rd Tuesday of the month at 4:00 pm in the Commission Chambers. Don’t forget to vote on Tuesday. The following was brought to the Commissioners attention: the road repair ton Territorial Rd. needs to be looked into as the signs warning of a bump is too small and too close to the construction. When you see the sign for the bump it’s too late to prepare for the sinking of your car into a chasm. Battle Creek Public Schools: None – It was noted that there was no representation again. Old Business: Council election of Officers Chair turned over meeting to the Nominating Committee: The nomination committee presented the ballot of officers. Cindy, Yvonne and James contacted all members and the following volunteered their time as officers were: Diana Quigg – Chair, James Moreno – Vice Chair, and Cindy Fritz – Secretary. It was asked if anyone had a change of mind and wanted to be a write-in. The Committee saw none and a motion was made to accept the slate of officers as announced with a voice vote by John and seconded by Linda. Motioned Carried. Nominating Committee turned meeting back over to the Chair. New Business: It was suggested to the Chair and Vice Chair to invite Public Works to our next Meeting. Members Comments: A question was asked to the commissioners to find out why the Fire Department was told they couldn’t sit in on our meetings while on duty? Other departments do. Diana thanks the members for their vote of confidence as Chair of the NPC. Public Comments: Sam Gray thanked councils, in fact all the councils, for all the work they did to get the Byrne Grant. He commented on the no School Representation and suggested that we visit their Board Meetings to invite them back. He also commented on how South West Michigan Development Corp. (formerly NIBC) is missed by all NPC’s because of all the work they did for the NPCs. We need to get all NPC’s together and solicit the Commission to get some of the funding back to them. Jim Moreno commented on how he was told by Commissioner Flores that when she asked for input on this funding NPC #1 was the only council that supported it and others didn’t really see value. It is sad that when individuals had the chance to support this funding they did not.
