POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL
Thursday Dec 1, 2016
Chair Diana Quigg called the meeting to order at 7:10 p.m. at CA Board Room.
Attendance:
Members Present: Cindy Fritz, James Moreno, Diana Quigg, Yvonne Powell, William (Jon) Hazel, with John
Cash, Linda Carmona and Pat Shellenberger via phone.
Members Excused: Katie Hubbard and LaMarr Mingle
Guest and Visitors: Ofc. Burke BCPD, Tommy Engel – Code Compliance City of Battle Creek
Additions and Deletions to the Agenda: None
Approval of Minutes: Motion for approval of November Minutes was made by James and seconded by Yvonne.
Motion carried.
Correspondence and Announcements:
Historic District Meeting has been moved to Dec 12 and the Zoning Board for December has been cancelled.
December 7 Commission Mtg. is the public comments to the City Commission on Community Block Grants, Chris
Lussier is asking for NPC members to speak and reminding those that signed up in October to be there.
City traffic camera views are available online. Go to the website: www.battlecreekmi.gov and navigate to Your
Government, Public Works, Engineering and scroll to bottom of the page for the Trafficland link.
Lunch with Mr. and Mrs. Clause on Dec 3 at Secondary Missionary Baptist Church, there is a $3 donation.
Committee and Staff Reports:
Police: Officer Burke distributed police. There was a B/E on Thanksgiving which involved teens. He said it was
quite involved. Questions on speeding on Main St were discussed. If there is not going to be a Speed Study then we
would like police presence to inforce posted traffic speed.
Code: Tommy distributed the monthly report. He reported that Yard Waste pick-up is done at the end of this week.
The following properties were given to Tommy to investigate:
75 Post – Mattress at curb for 2 weeks
38 E. Kingman – Mattress at curb for 2 weeks
263 Main St. – Mattress at curb for over 2 weeks
247 Main St. – Front yard parking
374 Main St. – Is this a store house for a business?
After reporting about mattresses Tommy informed us of the change of policy by Waste Management of the proper
way to place mattresses at the curb. They must be wrapped in plastic.
Beautiful Battle Creek Award: The following was nominated for Beautiful Battle Creek Award.
They are: 16 Walnut
Motion was made by James and seconded by Jon. It was approved.
If you see a property that you feel deserves a BBC Award you may nominate that property, all that is required is the
address. The council will then vote and the address is submitted to City Neighborhood Planning Office, who then
proceed with the issuing of the Award. Note – once we submit the addresses the City takes control of the process

and we have no say when an address will be awarded. If any member should have a question regarding an
address that was submitted they need only ask and the inquiry will be made to the City and the outcome will
be documented in the minutes.
Membership: None
Commissioner Comments: None. Kate Flores sent her regards that she was not able to attend.
Battle Creek Public Schools: None – It was noted that there was no representation again.
Old Business: Todd Gerber from Public Works will be here to speak in January.
New Business: It was suggested to the Chair and Vice Chair that we get addresses of all Beautiful Battle Creek and
send them a letter to invite them to our council meetings.
We also discussed La Marr Mingles membership and it was suggested we send a letter to the City Manager about
the conflict of interest. A motion was made by Yvonne and seconded by James that we send the letter to the City
Manager. It was approved by all.
Members Comments: Diana wished all a Merry Christmas and a Happy New Year. All be safe and see you in the
New Year.

Adjournment: Meeting was adjourned at 8:20 p.m.
Next Scheduled Meeting: Jan 5, 2017 at 7:00 p.m. in the CA Board Room.
