POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL
Thursday October 5, 2017
Chair Diana Quigg called the meeting to order at 7:02 p.m. at CA Board Room.
Attendance:
Members Present: Cindy Fritz, James Moreno, Diana Quigg, William (Jon) Hazel, John Cash, Linda
Carmona and Pat Shellenberger (via phone).
Members Excused: Yvonne Powell, La Mar Mingle and Katie Hubbard
Guest and Visitors: Tom Rivera BCPD, Tommy Engels–Code Compliance, Kelly Dillman, BCPD
Community Liaison, Glenn Perian and Eric Feldt – BC Planning, John Kenefick -candidate Ward 2,
Sherry Sofia, Lester Earl Johnson, At Large candidates.
Additions and Deletions to the Agenda: None
Approval of Minutes: Motion for approval of September Minutes was made by Cindy and seconded
by James. Approved.
Correspondence and Announcements:
Contact Casey Fairley at 269-565-2804 for Job Training and potential employment. Need to register by
November 6.
KCC’s Manufacturing Tech Certification Program which run 6 weeks, is taking applications. Program is
6 weeks and begins Jan 2018. There are some grants available for this program.
Post Foundation will be hold a fundraiser with a Silent/Live Auction on October 28 at Riverside Country
Club from 5-9 PM. Tickets are $40 which includes Dinner and 2 Drinks. If you buy tickets at the door
they will be $50.
City of Battle Creek has cancelled Historic and Zoning Board of Appeals meeting for the month of
October. The Historic board will meet Nov 13 and the Zoning Board of Appeals will be Nov 14.
Saturday October 14th Fire Station #3 will be open to public to celebrate National Fire Safety. All are
welcome and encouraged to attend and support our fire fighters.
Committee and Staff Reports:
Police: Officer Rivera distributed monthly report. He asked how effective the monthly report is and if
we would like to see it be more meaningful, instead of stats from last month. Council shared there is
interest. He shared that he has reported 3 street lights to Consumer to repair. If you find street lights
out in your area you can report them to Consumers Energy. Over grown trees could be a hazard, he is
working with Field Services to identifying trees that need trimming. Multiple violations of front yard
parking have been issued. It was reported last month that mini-bikes have been racing thru the
neighborhood. Ofc. Rivera has been stopping young drivers and taking them away, to which he has
the parents retrieve them and then informs parents of the rules. The Bryne Grant has the Police
Department and Code working together.
He reported that 63 Post has multiple violations and they are being pursued.
Remember, if you see activity around a vacant or abandon building, please call 911 and report it.
Code: Tommy distributed the monthly report. He reported that the light at Hamilton Park was fixed.
114 East Kingman and 21 E Kingman – have until Nov 13 to fix violations.
Beautiful Battle Creek Award: None
If you see a property that you feel deserves a BBC Award you may nominate that property, all that is
required is the address. The council will then vote and the address is submitted to City Neighborhood
Planning Office, who then proceed with the issuing of the Award. Note – once we submit the
addresses the City takes control of the process and we have no say when an address will be awarded.
If any member should have a question regarding an address that was submitted they need only
ask and the inquiry will be made to the City and the outcome will be documented in the minutes.
Membership:
We have 4 members up for renewal and we will address this at November meeting.
Commissioner Comments: Commissioner Flores and Gray were not able to be present and had sent
regrets that they would not be able to attend.
Battle Creek Public Schools: No Representative
Old Business: None.
New Business: Glenn Perian and Eric Feldt of Planning presented us with the Draft of the City Master
Plan. This plan when finalized will be a working document for the next 20 years. Neighborhood
planning and police are working on neighborhoods as part of the Bryne Grant. Everyone needs to
review the documents they handed out and submit your comments to the Planning Department. There
was an active discussion by all.
Nominating Committee - A motion was made by Jim and seconded by John C. to nominate Cindy, Pat
and Jim as the Nomination Committee. Motion Carried
The following City Commission candidates were each given 3 minutes to tell us why they are running
for office.
John Kenefick – Candidate for Ward 2
Sherry Sofia – Candidate for At-Large
John Cash – Candidate for At-Large
Lester Johnson – Candidate for At-Large
Members Comments: Jim and Diana thanked Police officers Rivera and Ms. Dillman for being at the
NPC meeting and keeping us informed.
Public Comments: John Kenefick shared that city makes their own problems which the citizens have
to bare.
Adjournment: Meeting was adjourned at 8:45 p.m.
Next Scheduled Meeting: Nov 2, 2017 at 7:00 p.m. in the CA Board Room.
