1. Call to Order and Welcome: Chairperson – Joe Hooper
2. Attendance: Members: Joe Hooper, Ron Sweet, Larz Martin Bey, Jeffrey
Dinkins, Lynn Ward Gray, Samuel Gray, Kitty Hillian, Geraldine King, SWMCDC –
Kristyn Denison, Bettie Robertson, Jeremy Andrews, Grace Health – David
Draper. Guests: BCPD – Chad Francisco, Sharon Yoskulski, John Kenefick,
Kelly Dillman – BCPD Byrne Grant, Yolanda Johnson – City of Battle Creek,
Nicholas Virgil and Lester Earl Johnson
3. Approval of minutes: A motion was made and a 2nd to approve Minutes date Sept
11, 2017. Motion carried.
4. Correspondence & announcements: None
5. No Guest Presentations
6. Committee & City Staff Reports:
a. Police Department:
i. Officer Chad Francisco gave report on activities in NPC2 for the
past month. There was an incident with a toy gun near the middle
school. There were: 15 aggravated assaults, 6 burglaries, 11
larceny, 1 robbery, 4 damage to property, 2 disorderly conduct, 5
drug offenses, 1 fraud, 2 hit and run, 1 juvenile runaway, 3
obstructing police, 1 weapons offense.
ii. Kelly and Chad went to Bryne Grant training. They are looking to
see what is useful for Neighborhoods and how the Byrne grant
funds will be used throughout the community. They are
researching how to get more people involved and how to spend the
grant dollars. There will be 10 “Learn by Doing” grants for $25,000
and “We are Pride” grants for up to $25,000.
iii. Residents of all 4 NPC will be offered training sessions.
iv. It was discussed that one of the “Hot Spots” is juvenile crime.
b. Neighborhood Services – Code Compliance Yolanda Johnson presented:
i. North Central All Code Officers All Categories report was
distributed.
ii. She discussed how they are trying to clean up illegal dumping.
iii. She will report back next month on the 3 houses that were chosen
for the $137,000 grant.
c. Beautiful Battle Creek Award – 3 houses to be nominated: 131 Gardenia,
111 Summerset and 127 W. Manchester
d. Membership: one person was add to the NPC2
e. Committee Report
i. NEP
1. Currently 23 houses have applied.
2. Discussion around having no having boundaries for a grant
of this sort.
3. Question asked if the NEP could have a time extension.
4. Landscape days are 10/14 and 10/21 – looking for
volunteers.
ii. Engagement Committee – the Back Pack project was not done this
year. They would like to reinstate that for next year and will look for
others groups to partner with to enhance this project.
7. Old Business: none
8. New business:
i. The Public Transit Van is removing 1 day time shift due to shortage
of operators and riders.
ii. The city of Battle Creek released an on line survey Monday that
asks for public input on potential zoning and regulation of different
classes of businesses that will be involved in marijuana growing,
production and distribution for medical purposes. Information about
this survey will also be enclosed in the water bill.
iii. Oct 10th – BC Realtors hosting New Homeownership workshop at
2nd Baptist Church Battle Creek, MI
iv. Comm. Gray let members know the bi-monthly performance
evaluation for our city manager will be reviewed at their meeting on
October 11th. If any members have feedback, let her know tonight
and she will pass it on to the City Manager Performance Evaluation
Committee.
v. Election Committee: Lynn Ward Gray, Kitty Hillian and Jeffrey
Dinkins. Need slate of officers for November.
vi. Lynn Ward Gray, Lester Johnson and John Kenefick all talked
about the upcoming election.
vii. The following members are renewed: Jeffrey Dinkins, Steve Lee,
Joe Hooper, Geraldine King, Tina Woods, and Roger Woods.
9. Next Meeting: Monday November 13, 2017 SWMCDC, 47 N Washington Ave.
10. Motion to adjourn meeting was 2nd and passed.
