``POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL Thursday February 1, 2018 Chair Diana Quigg called the meeting to order at 7:00 p.m. at CA Board Room. Attendance: Members Present: Jack Childs, Cindy Fritz, James Moreno, Kjersten Priddy – Pastor, Trinity Lutheran, Diana Quigg, Yvonne Powell, Linda Carmona and Pat Shellenberger (via phone). Members Excused: John Cash, Katie Hubbard and La Mar Mingle Guest and Visitors: Tom Rivera BCPD, Kelly Dillman, BCPD Community Liaison, Dennis McKinley Comm. Asset Mgr. (representing Code), Lynn Ward Gray, City Commissioner, Ward 2, Todd Gerber, Field Services Superintendent BC, Chief Jim Blocker BCPD, Heather Hudsen BCPS, Barbara Travis – MI Works!, Fallon Knox – MI Works! Additions and Deletions to the Agenda: None Approval of Minutes: Motion for approval of January Minutes was made by Jim and seconded by Diana. Approved. Correspondence and Announcements: February is Black History Month – lots of activities are being offered during this month. Look for information in Shopper and community boards. Commissioner Gray provided the link for the Center for Diversity and Innovation (CDI ) Survey. The CDI is interested in obtaining the community perspective in this matter. Should individuals have further questions or concerns, they can reach out to Commissioner Gray. The survey is open until 2/23/18; use this URL to access survey - https://www.surveymonkey.com/r/NSNPLJV. Police: Officer Rivera will send our monthly report for Jan/Feb to Vice Chair and they will be included in our March meeting package. The monthly data is not available until February 2nd and therefore reports cannot be ran until after that date, and this why he did not bring them to meeting tonight. 21 East Kingman was reported for parking on their curb lawn; this is happening randomly. Chief Blocker presented a presentation the results of the survey conducted by the UofM. There are 2580 parcels of concern with the Bryne Grant area. He then presented charts of crime and if they are overlayed on the charts from the survey it clearly shows the areas where the need is most. The Chief than gave presentation on Unmanned Aircraft Systems (UASs) and was seeking input from NPC regarding our thoughts on these devices. There was concern regarding the cost of the device and there needs to be more public discussion. Kelly shared that there will be Leadership Training on Feb 26th for new NPC members and established NPC members at the Dept. of Public Works. Dinner at 5:00 p.m. with training to begin at 5:30 pm until 7:30 pm. Code: Dennis distributed Code report. The following was reported: 21 E. Kingman – Garbage can left at curb 115 Academy – Question on status of property Beautiful Battle Creek Award: None If you see a property that you feel deserves a BBC Award you may nominate that property, all that is required is the address. The council will then vote and the address is submitted to City Neighborhood Planning Office, who then proceed with the issuing of the Award. Note – once we submit the addresses the City takes control of the process and we have no say when an address will be awarded. If any member should have a question regarding an address that was submitted they need only ask and the inquiry will be made to the City and the outcome will be documented in the minutes. Membership: Guest were reminded if they are interested in joining council to let Chair or Vice Chair know and we will get a motion to add them to the membership. Commission Comments: Commissioner Gray reported that at the next commission meeting the Quarterly Budget will be presented. The vote for Medical Marijuana adoption is on the agenda also. She said that the facilities will be in industrial areas. City Mgr. Evaluation committee is Feb 5. The Chamber is hosting Rap with Your Rep from 730–900 am Feb 1. Binder Park has a committee to look at different issues it has and will meet for the 1st time Feb 20 at 10 am. Keeping you Informed airs on AccessVision. Youth Advisory is going to have a Quiz Bowl Team at the Feb 17 in the McQuiston Ctr. Black History Recognition guest speaker will be Maude Bristol. City is concerned about the recent announcement of Tree House closing and layoffs announced by Kellogg’s. Tax Abatement mtg. is Feb 7. The Blue Ribbon Committee will be having its first meeting Feb 7 at 5:30 pm at DPW and public is encouraged to attend. Battle Creek Public Schools: Heather Hudsen representing BCPS reported that they are busy administrating the great grant they received from WKKF. She also reported that Battle Creek Public will be asking the voters to Renew Non-Homestead and Sinking Fund Renewals on May 8th. This will not impact homeowners as they already pay for this and there is no increase being sought. Please encourage your neighbors to vote Yes on this. Old Business: None New Business: Todd Gerber Superintendent of Field Services talked to us about Snow/Ice Operations for the City. His presentation included background/Budget, Shifts/Staffing, Operations, and Fleet. The city has 294 centerline miles of road to maintain (90 Major/250 Local/34 Contracted MDOT Trunk lines). Major roads and trunk lines are their first priority and then neighborhood streets. The budget for snow/ice for this season is 1.8 million. There are 25 plow drivers. The fleet consists of 27 single and tandem axle dump trucks with an average age of 18 years. Three new trucks put in service by next winter. Three more committed to for year after. Question was asked regarding tree trimming in order to increase visibility of street lights; he shared that his arborist would be looking into this. He was given information regarding a multiuse vehicle that could be used by city to make single pass snow removal in order to make all city sidewalks accessible. This would lend itself to one of BC Vision’s core items – Vibrant and Viable Community and also support the Walkability piece. He shared he would look into this and noted that currently he does not have the budget for such. He answered other questions from the council. We appreciated having him at our meeting and thanked him for coming. Members Comments: Diana thanked all our guests for attending and updating us on issues. Public Comments: Barb Travis introduced Fallon Knox and shared she will be housed in CA facility and Monday, February 20th is their program kickoff. Fallon and Barb will be working to assist individuals seeking employment within our neighborhood and help them address barriers that could prevent them from seeking and obtaining employment.
