POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL Doris Hale Facility 100 Green Street Thursday, November 2, 2023 @ 7:00 PM James Moreno called the meeting to order at 7:03 pm at the Doris Hale Facility. Attendance: Members Present: Cindy Fritz, Pamela Geleff, James Moreno, Kjersten Sullivan, Yvonne Powell, Pat Shellenberger, Faye Washington Members Excused:, Andre Hoaglin-Jackson, Ryan Hoaglin-Jackson, LaMarr Mingle Guests and Visitors: Patrick O’Donnell, Ward 3 City Commissioner, Vice-Mayor Sherry Sofia, Tommy Engels, Code - City of Battle Creek, Emily Leach, BCPD, Mary Fields Additions or Deletions to the Agenda: None Approval of Previous Meeting Minutes: Motion to approve the October 5, 2023 minutes was made by Yvonne Powell, seconded by Cindy Fritz. Motion carried. Correspondence and Announcements: November 18 is a small business expo to support Black-Owned businesses. It will be at the Burma Center from 12-5pm. Nov 18 is also the Holiday Parade downtown. Committee and Staff Reports Police: Traffic enforcement week was last week. It went well, with over 400 stops and 200 citations. Next time there is a special traffic enforcement week, the public will likely be informed after the event rather than before. Post/Franklin was 2nd in arrests among the NPCs. KIA’s are still a high-theft item. Code: Tommy Engels distributed the code compliance report. Enforcement of weeds is over for the season. City Commission: Patrick O’Donnell, Ward 3 Commissioner updated us on the commission. Next Tuesday they will be selecting two people to serve on the countywide transit authority. Their last meeting they approved zoning changes for the supportive housing development on E Michigan, which will abut to Green street. Beautiful Battle Creek: The following addresses were presented for consideration: 443 Main Street Motion made by Pamela Geleff to approve and seconded by Pat Shellenberger. Motion passed. 139 Lathrop Motion made by Yvonne Powell to approve and seconded by Cindy Fritz. Motion passed. Membership: Anyone who lives, works, or owns property in the NPC is welcome as a member. Mary Fields will consider and let us know at December meeting. Battle Creek Public Schools: None Old Business: None New Business: Officer Elections The nominating committee (Cindy Fritz and Pat Shellenberger) offered the following slate of officers. Chair – James Moreno Vice-Chair – Andre Hoaglin-Jackson Secretary – Kjersten Sullivan With no nominations from the floor, Yvonne Powell moved to accept the slate of nominees. Pamela Geleff seconded. Motion passed. For our December meeting, Krista Edward-Trout from the Calhoun County Landbank will be present to talk about the Washington Heights housing project. Member Comments: Thanks to Commissioner O’Donnell and Vice Mayor Sofia for joining our meeting this evening. Commissioner involvement in meetings makes our work feel supported and valued.
