CALL TO ORDER/TIME CONVENED: 7:03 pm

APPROVAL OF THE MINUTES: Motion by Gloria Mansfield 2nd Tim Cole to approve the
minutes of October 12, 2023, Carried.
CITY STAFF REPORTS:
POLICE DEPARTMENT: OFFICER DOWNEY handed out reports and gave an overview of the
activity. Code Department: KIM BROWN handed out reports and gave an overview of
infractions. Coming to an end is long grass complaints with snow removal to come

SCHOOLS: Battle Creek Public and Lakeview School District: None
MEMBERSHIP (new additions/deletions): Cynde mentioned that Jake Smith has moved out of
NPC3, so his membership is no longer viable. She also asked about members Who have been
absent for awhile and what to do. She will reach out to see if they still want to be Members
BEAUTIFUL BATTLE CREEK AWARD (Residential and/or Business): R- 150 Battle Creek Ave
(Baltazar Ramos) B- 744 Capital Ave. SW (Lakeside Florist)
BUSINESS REPORT: None
NETWORKING COMMITTEE: Tim Cole gave us ideas of how to spend the $350 Grant from the
BCC Foundation. Yard signs, flyers, Shopper articles. More discussion next month. Community
Minded residents for membership was discussed and how to attract them as most do not know
what a Neighborhood Planning Council is.
OLD BUSINESS TO BE FINALIZED: None
NEW BUSINESS Cynde would like the NPC3 2024 Calendar of Meetings done as we are not
meeting in December 2023. MOTION by Tim Conlogue and seconded Cari Briggs to approve
That NPC3 will meet the 2nd Thursday of the month in 2024, with NO MEETINGS in JULY and
DECEMBER. CARRIED
NEW BUSINESS FOR FUTURE MEETINGS: None
SPEAKER:
Tim Cole invited Communications Person, Jessica VanderKolk to explain what City avenues are
available to our NPC to reach residents within our boundaries to increase Membership.
Suggested Next Door, Neighborhood FaceBook site, City website Calendar at least 2 weeks (or 7
days) before any functions. Yard Signs were discussed and voted on: Motion by Cynde Foster 2
nd Robert Kist that we begin with having 10 ordered at $7 a piece Carried The signs will be
made by Jetco Signs at cost; and, he will check into where they can be placed by ordinance.

MEMBERS COMMENTS:
Tim Conlogue mentioned that Consumer’s Energy representative Greg Moore contacted him to
speak on the new sub-station that will be put into Service. He may be at our January meeting
and letters sent out to residents this service will affect. He also mentioned a meeting at the
DPW Bldg. on Kendal St that MDOT will be discussing the work on the M66 (Penetrator)
corridor. On NOVEMBER 30, 2023 From 4-7 pm in Room 214 Gloria Mansfield asked about
“street cleaners” not having come around. Jessica said they have been needing repairs done
and are behind. She also mentioned the Parks and Rec have the results of the surveys and what
the Master Plan looks like available on the City Web site, the Willard Library. She said That
comments received are even included.
