James Moreno called the meeting to order at 7:10 pm at the Doris Hale Facility.
Attendance:
Members Present: Cindy Fritz, Pamela Geleff, , James Moreno, Yvonne Powell, Pat Shellenberger,
Faye Washington, Kjersten Sullivan, Andre Hoaglin-Jackson

City Staff/Commissioners: Officer Mitchell Mears, BCFD, Tommy Engels, Code Compliance, Helen
Guzzo, Community Development Director
Guests and Visitors: Representative Jim Haadsma
Additions or Deletions to the Agenda: None
Approval of Previous Meeting Minutes: Motion to approve the November 7, 2024, minutes was
made by Andre Hoagland-Jackson, seconded by Cindy Fritz. Motion carried.
Correspondence and Announcements:
Land Reuse Strategy work with the Land Bank continues before the start of our normal monthly
meetings at 6pm. Tonight’s meeting and January meetings are cancelled due to holiday schedule
conflicts. Next meeting is 2/6/25 at 6 pm.
Committee and Staff Reports:
Police Report: Officer Mears distributed the crime analysis report, which was much appreciated.
He introduced himself and shared that he was our new COPS officer and looked forward to working
with the NPC. He handed out his business card and reminded us that it is important to call dispatch
to report problems so that there can be a history on record. He also noted that if there were any
issues or concerns that we should reach out to him via his contact information. We shared we look
forward to working with him to address concerns in our neighborhood. Apartment complex on Taft
was discussed and he is aware of the situation and police are working with management at the
complex.
Code: Tommy Engels distributed the code compliance. Tommy provided updates on the two items
that were reported last month: they’ve both been addressed. A follow up was requested for 109
Highway, camper parked on side yard and work being done on it.
Beautiful Battle Creek: No candidate. All were reminded to look for potential candidates in their
neighborhoods. Bring address(es) to January meeting. Helen shared thought from discussion with
her staff that many residents nominated in our NPC might benefit from NPC speaking with potential
nominee(s) one-on-one to familiarized them with the award and why they are being nominated.
This has two benefits, it could add to our membership and strengthen neighborhood relationship
building. There were concerns expressed regarding this as not everyone is comfortable in this idea,
more discussion is needed. Idea was proposed that At-Large and our Ward Commissioners should
participate in this relationship building effort.

Commissioner Comments:
There were no Commissioners present. Helen Guzzo discussed the survey for the city’s
Consolidated Plan and Master Plan update that is being conducted, there are 2 meetings that will be
held on December 12th at 2:30-4:30 and 5:30-7pm at the Kook Family Center. She provided
members with survey associated with these two items and requested they be completed and
returned to her office. The Consolidated Plan is used by HUD to determine amount of funding city
will receive from HUD via the Community Development Block Grant process. This money is crucial
to support the needs of our community.

New Business:
Reminder that Landbank work will resume on 2/5/2025 at 6pm.

Public Comment:
Representative Jim Haadsma thanked all of those that have supported him and worked towards his
re-election. The recount work will occur next week and no matter the outcome, he will continue to
support this community.

Next Scheduled Meeting: Thursday, January 2, 2025, at 7 pm, Doris Hale Facility. There will be no
Land Bank Land Reuse Strategy Meeting at 6pm.
