POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL Doris Hale Facility 100 Green Street Thursday, January 2, 2025 @ 7:00 PM James Moreno called the meeting to order at 7:07 pm at the Doris Hale Facility. Attendance: Members Present: Cindy Fritz, Pamela Geleff, Andre Hoaglin-Jackson, Ryan Hoaglin- Jackson, James Moreno, Yvonne Powell, Kjersten Sullivan, Pat Shellenberger, Faye Washington Members Excused: Mary Fields, LaMarr Mingle, City Staff/Commissioners: Mitchell Mears, BCPD COPS Officer, Sherry Sofia Guests and Visitors: Mary Simmons, Markeia Simmons Additions or Deletions to the Agenda: None Approval of Previous Meeting Minutes: Motion to approve the December 5, 2024, minutes was made by Cindy Fritz, seconded by Yvonne Powell. Motion carried. Correspondence and Announcements: No correspondence or announcements Committee and Staff Reports Police Report: Mitchell Mears distributed the crime statistics report for the previous month. Taft Ct. continues to be an area of concern; he continues to meet with the apartment’s management. There is a chronic homeless encampment between Burnham and Dickman on private property that he is looking for resources for. He met with Co-op and is looking for other resources. In terms of the neighborhood, he is stepping up enforcement on vehicle issues like wrong way parking, no license plates, etc. There seems to be a “learning curve” for some people. Code: Tommy is out sick. James will collect any code concerns to report to Tommy. There was a conversation about the occupancy of a duplex on Main Street; Chair will follow up with Code. Beautiful Battle Creek: It’s too cold and slippery to be out looking at properties. Commissioner Comments: Vice Mayor Sherry Sophia updated on the City Manager position now that Rebecca Fleury has retired. Ted Dearing is the interim City Manager. The city has engaged the Michigan Municipal League to help with the search process. They are hoping to be ready to offer the position by May. The first step is to work on the job description. There is a new online system to process FOIA requests. FOIA requests will now be handled by the city attorneys’ office instead of the Clerk’s office. No updates on the possible permanent supportive housing project on Elm and Michigan. Old Business: No old business. Conversations with the Land Bank begin again next month, at 6pm before the regular 7 pm meeting.
