Bidwell St. Battle Creek, MI 49015 January 9, 2025 Minutes DRAFT CALL TO ORDER/TIME CONVENED: 7 PM ATTENDANCE: Members: Tim Conlogue, Robert Kist, Cynde Foster, Gloria Mansfield Excused: None Absent: Tim Cole, Elisha Hodge Mayes, Bryan Mayes, Jerry Dill, Penny Dill, Cari Briggs City Staff: COPS Officer Barrons (BCPD), Darcy Schmitt (Planning Supervisor), Helen Guzzo (Community Development Supervisor) Guests: Jessica Lamson (Director of TNC), Darcy Schmitt (Planning Supervisor), Helen Guzzo (Community Development Supervisor) ADDITION OR DELETIONS TO THE AGENDA: Darcy Schmitt & Marshall Sisso to speak. Helen Guzzo to speak. APPROVAL OF THE MINUTES: No quorum to approve the October 8, 2024 meeting or the November 14, 2024 meeting. CITY STAFF REPORTS: Police Department- COPS Officer Barrons handed out reports, discussed 2 shootings on Goguac St, and that both shooters were arrested. Someone in the area is shooting a BB gun at Jetco Sign business. Asked for any concern. Code Reports: Helen Guzzo handed out reports and asked for any concerns. NEW BUSINESS: None. NEW BUSINESS FOR FUTURE MEETINGS: : Speaker from Summit Point at February 13, 2025 Meeting. Maybe have someone from the City Water Dept. to come talk about the letters mailed to residents about LEAD WATER pipes. SPEAKER: Helen Guzzo discussed the HOUSING AND COMMUNITY DEVELOPMENT COMMUNITY CONVERSATION REPORT and the Survey that can be done online or paper survey picked up at City Hall. Each year the City of Battle Creek receives Federal Funding for Community Development to benefit low and moderate-income residents. Every 5 years, the City conducts a needs assessment to develop a consolidated plan (which determines how CDBG and Home Investment Partnership Federal dollars are spent. Your feedback on this survey will help the City identify priorities for the 2025-2029 Consolidated Plan. Darcy Schmitt introduced Marshall Sisso (a representative for a cannabis group from Pontiac MI) who is interested in purchasing the property at 492 SW Capital Ave, to establish a cannabis business and office spaces that could be rented out (as all the available floor footage not needed for the cannabis business.) Discussion between those in attendance took place. It was suggested that they work with BCU and Downtown Development on t office space that could be rented out. 2 were in favor of the project and 2 were against another cannabis business. A letter will be sent with our thoughts to Darcy for her to pass on in their packet to the City Commission. PUBLIC/GUEST COMMENTS: Jessica Lamson shared her feelings that she didn't feel comfortable with a cannabis business going in at 492 Capital Ave SW being so close to low-income properties...the same had been said about the one that was put in at Goguac and Capital.
