Meeting Minutes
March 25, 2013
The meeting was held at First Assembly of God Church, 800 S. 24th Street, Battle Creek Michigan
Call to Order & Welcome
Chair, Jeff Koteles called the meeting to order at 7:04pm
Cecil Salinas led the invocation.

Chair Notes/Correspondence/Announcements:
• Carroll Development is hosting an informational meeting on the proposed expansion of Keystone Lake
Luxury Rentals. Tuesday April 2, 2013 at Birchwood Methodist
• City of Battle Creek is hosting a master planning focus group to develop questions included in a Needs
Assessment Survey to determine and prioritize the programs and services provided by the Park and
Recreation Department over the next 5 years. The meeting has several sessions each on April 17th.

Additions or Deletions to Agenda: The Carroll Development representatives will speak to the proposed rental
development on the corner of Gethings and Helmer during member's comments.
Minutes: Mary Lou Ramon motioned to approve March 2013 minutes with support from Joyce Garrett. It was
noted that "Willard Beach" and " redistricting" were misspelled on page one.

Public Service Announcements from Commissioners:
Commissioner Domenico shared the budget process is being reviewed and some capital improvements are being
formalized.
Commissioner Ramon said that there was a 90 day window for the public to comment on the proposed budget
items. Commissioner Sophia has asked for a zoning workshop to discuss the implementation of "special use"
permits sometime in April; date to be determined. There will also be another budget workshop for public input;
date to be determined.
Committee Reports:
a. Membership : Linda Patenaude said we have some prospective new members but are looking for new
members and brochures are available for handing out.
b. Beautiful Battle Creek Award‐ 1141 N 24th St. Please bring more to each meeting or e‐mail them to Linda.
c. Neighborhood Planning‐ nothing
d. Woodland Park‐ The park committee had a successful meeting thanks to some advertisement. They received
a mini grant from the Battle Creek Community Foundation for some park signage. The spring clean‐up is
approaching (May?) and they are looking for a group of volunteers to come and help spread the wood chips on

City Staff Report: Marcie Gillettte handed out a one page report, representing a small amount of activity in our
area this month. Joyce commended the city on their quick response to the trash she had brought up last month.
Marcie followed up on seasonal trash pick‐up at the park.
Old Business: none
New Business: Tom Frame handed out information on donation bins in our area and his concerns of how many
there are between Columbia and Territorial on Capital Avenue. There are no bins between Capital Ave and M‐
66 on Columbia Avenue. The city does not have any ordinances against this. The only ordinance is for "set‐
back" from the road.
Program: Christine Kosmowski and Randy Ramsey, project engineer, made a presentation on the plan for
alleviating the flooding in several areas of the city. Our NPC's major problem is the horseshoe pond area. There
were several different solutions and the least expensive one was chosen. This is a flood relief system not a drain
system. It is gravity feed plan that will take the overflow of 4 different ponds water and drain it into Goguac
Lake. There will be a filtration/treatment system before it is emptied into the lake. There is only one more land
easement to obtain to proceed with the project. The project will be paid for by an assessment from the
residents who will benefit in the surrounding areas of work. Hopes are to start construction late this summer.
Comments for the Good of the Order:
• Public Comments
a. Carroll Development representatives shared their vision for the Keystone III project. They
would like to build 28 homes, adding to the existing 40, using the same style and size as the
others. They will be condominiums. This will require a special use permit. They will hold
several community meetings.
b. Christine Kosmowski invited everyone to Green Drinks at Arcadia on Thursday March 28th, a
group of environmental issues group will be discussed. Good Food BC will be this month's
topic.
• Member Comments:
• Dave Weaver thanked Carroll Development for coming early and sharing their visions.
• Commissioner Domenico shared that they had talked to him beforehand and he appreciated
their early contact.
Adjournment: Meeting was adjourned at 8:07pm
Next Meeting: Carroll Development will present their full plan for the Keystone Lake Luxury Rentals in April.
