Minutes Minges Brook/Riverside Neighborhood Planning Council (NPC) #11 Minges Brook Elementary School Library 435 Lincoln Hill Drive, Battle Creek, MI 49015 Wednesday – March 27th, 2013 1. 7:00 PM – Welcome and opening by Chairman Randall Champlin 2. Attendance sheet: Rudy Barda, Jan Barry, Randall Champlin, Frank Egland, John Godfrey, Dave Hawks, Norma Mayo, Commissioner Jeff Domenico (Ward 5), Vice Mayor Elizabeth Fulton (Ward 4), Wendy Rominger, City Representative Susan Bedsole, Guests: Nola Baker, Capt John Hausman BCFD, Scott Williamson (BCFD), Karen Lynn Todd (Battle Creek Enquirer), Craig Wolf (BCPD) 3. Additions or deletions to this agenda – none 4. Approval of the February meeting’s minutes – Motion by Wendy Rominger to approve with support Rudy Barda. The Motion passed. 5. Correspondence sent/received – 5.1. Invitation to workshop on Discussion of Crime and Perception on March 18th was forwarded to the membership via eMail 5.2. City of Battle Creek Parks and Recreation, Community Focus Groups 4/17 at 35 Hamlin Ave (Full Blast) 5.3. Planning Commission Meeting Wednesday, March 27th 4:00PM. Room 301 City Hall. Deliberations on Special Use Permit for Family Health Center for a parking lot at 156 W. Emmett St. 5.4. BCATS 6. City staff reports: 6.1. Police Department Report: Officer Craig Wolf provided the swimsuit edition of the retail fraud report. (spring brings and increase in attempted theft of swim suits). Officer Wolf warned that thieves are breaking car windows to get at electronics so don’t leave that stuff where it is visible. Illegal Parking at Riverside and Minges elementary schools is an ongoing opportunity for citizens to donate to the city’s general fund. 6.2. City representative Report - Susan Bedsole. 6.2.1. House at Capital Ave and West is empty as the owner passed away. It would be helpful if nearby resident could help keep an eye on it until the estate is settled. 6.2.2. City is hiring a new code officer. 6.2.3. Code report now has a Beautiful Battle Creek Award so that people can pull the info from the city web site. 6.2.4. Tax returns now have a Lansing address. . 6.3. City/County Commissioners’ reports 6.3.1. Ward 4 Commissioner Elizabeth Fulton 6.3.1.1. Community Development Block Grant: no longer any 15% for social programs 6.3.1.2. Budget handout provided 6.3.1.3. Crime and perception workshop summarized. 6.3.1.4. Bond issue for 16 Million for capital improvements – to city facility PD, Kellogg area, parks, improve a quiet zone, new fire truck ..etc. City web site has details. Resolution 90. – Will be paid for out of Tax revenues citizens have 45 days from the The City of Battle Creek will provide necessary reasonable auxiliary aids and services, such as signers for the hearing impaired and audio tapes of printed materials being considered in the meeting upon reasonable notice to the City of Battle Creek. Individuals with disabilities requiring auxiliary aids or services should contact the City of Battle Creek by writing or calling the following: City Clerk’s Office (269) 966-3348/TDD  posting of the notice on the 28th to get 10% of voter registration about 4200 signatures. A successful petition drive would bring the matter to a public vote. 6.3.1.5. It was noted by John Godfrey that most Ward 5 voters member of NPC 11 are now in Ward 4 (Fulton’s) 6.3.2. Ward 5 Commissioner Jeff Domenico..- Thanks for coming to the crime and perception meeting. 6.3.2.1. An NPC member noted that there was a TV report on camera being used in the women’s locker room of the BCPD to solve a recurring theft issue. Commissioner Domenico had not seen the report yet. 7. Committee reports: 7.1. Beautiful Battle Creek Award: Ann Wyson – Ann not present 7.2. Neighborhoods and Land Use: John Godfrey - Parking area for the family health center was approved. Will be forwarded to the city commission. Also election planning Commission officers. 7.3. NPC 11 Programs: Jim Haadsma – no report 8. Old business from previous meetings: None 9. New business: Program Topic : John Houseman and Scott Williamson of the BCFD – 9.1. The Smoke Detector program is still in place now funded with Tax $ as opposed to the original grant to fund. These can be picked up at Station #1 downtown. The BCFD plans to attend NPC meetings as their schedules permits. 9.2. Reminder that burning permit is $25 .. only for brush – small limbs 2 in in diameter . Pile 3ft high by 8 in diameter. .. must be attended. Near water. A camp fire is permitted with out a special permit. If you get a smoke complaint you need to extinguish the fire weather you have a permit or not. 9.3. If someone is having a bonfire call 911. If the smoke is bothering you can also call 911 with a non-emergency call. 9.4. The BCFD has a new electronic device that can perform CPR. It is believed to have saved one life already. 10.
