Meeting Minutes
June 22, 2015
The meeting venue was at Lakeview Senior Living, 14661 S Helmer Rd, Battle Creek, MI in the
large meeting room.
Call to Order & Welcome
Chair, Jeff Koteles called the meeting to order at 7:04pm
Attendance:

Guests: Nancy Lassen, Commissioner Susan Baldwin, Jacque King, Christian Plasencia, Zach
Ganton,
City staff: BC Police Sargent Mike Wood, & BC Officer Derick Walters, & Eric Morris
Chair Notes/Correspondence/Announcements: Jeff thanked everyone for their patience in
moving the meeting place. He thanked Scott and Zac Ganton for allowing the NPC to use their
facility.
Additions/Deletions to the Agenda: none
Minutes: Dave Weaver with support from Gary Dodd, motioned to accept the April 2015
minutes. Unanimous support for the motion.
Police Report: Officer Walters handed out written reports. There were many larcenies many
occurring at Meijers. He discussed fireworks policy changes being the day before and the day
after being legal to use. There is a major focus on crime prevention. If you are worried about
your own home, inspections can be done. The Park Motel had a heroin death there last week.
The motel was discussed at length with crime and housing code violations suspected. Using
Silent Observer is the best way to report suspected drug/illegal activity. Officers Cipcic and
Rivera are doing traffic safety in the south side. There are 2 new traffic speed signs that go on
posts rather than on a cart to help reduce speeding. WaWeNork and 20th has a missing street
sign. Traffic is congested for the holiday so be careful during balloon season.
Public Service Announcements from Commissioners: Susan Baldwin informed us fire hydrants
and water valves over the winter are being replaced. The year end adjustments to the budget
were wrapped up. The city and the county are jointly applying to JAG for training in law
enforcement needs. The city is working with NIBC for chronically unemployed people here
Battle Creek. The city is looking at the city’s fire stations that are over 100 years old and
researching if there is a way to provide better coverage to the city. The Fantasy Forest was a
wonderful project. Susan is running for an at large position in the upcoming election.
Committee Reports
A. Membership- Members Julie Davis and Darlene Norman resigned from membership last
month, leaving us with 13 members. Linda motioned to submit 3 new members names
to the commission for membership with a second from Dave Weaver. Unanimous vote
to welcome new members:

C. Neighborhood Planning meeting cancelled
D. Woodland Park- Gary reported that the park is being used by lots of people.
City Staff Report: Eric Morris handed out code reports. He will be checking into the Park
Motel for complaints of mattress on the curb. He shared that there is a “diary” to fill out
with regards to crime and drug activity. It is available at Neighborhoods Inc. (NIBC) for
residents who want to report drug activity. Tall grass is being taken care of across the city.
Old Business Discussion took place over the change of venue. A new pastor took over at First
Assembly of God where we had meet for over 10 years. The pastor presented us with a contract
with reduced prices. We thanked him for the many years, but we have no funds and could not
meet there anymore. We invited him or a member to come to the new place and join us. After
discussion it was decided that NPC 10 will continue to meet at Lakeview Senior Living through
the last of the year December. Parking may become an issue during the winter months. We will
revisit this in November
New Business Christian shared that the already approved construction of 4 new buildings is
taking place on the Keystone Lake Condominiums. They have purchased the 2.5 acre vacant
property to the rear of the buildings and are working on a conceptual drawing with more
expansion, possibly 2 more buildings. They would like to be on the agenda in July. They are
improving/updating the existing home on that property.
