Meeting Minutes
July 22 , 2015
The meeting venue was Lakeview Senior Living, 14661 S Helmer Rd, Battle Creek, MI in the
large meeting room.
Call to Order & Welcome
Chair, Jeff Koteles called the meeting to order at 7:03pm
Attendance:
Members: Chairman: Jeff Koteles, Vice Chairman: David Weaver, Secretary: Linda Patenaude,
Tom Rose, Karol Henegar, , Diana Cole, Commissioner Jeff Domenico
Members pending: Zachary Ganton, Christian Plasencia, Jacque King
Guests: Carol Quinn, MaryJane Cipcic and Kara Werner
City staff: Eric Morris, BC Officer Derick Walters, & BCPD Lt. John Chrenenko
Chair Notes/Correspondence/Announcements: Chris Lussier would like to come and talk to
our group about the Community Development Funding needs in the community. With an error
in the June minutes it appeared we did not have a quorum so the new members were not
approved yet. A correction has been made to validate all decisions at the June meeting,
Additions/Deletions: Christian Plasencia’s Keystone Lake project should be placed under old
business.
Approval of Previous Minutes: Minutes are unanimously approved with the following
attendance correction “Vice Chair David Weaver needs to be added to attendance” from a
motion from David Weaver and seconded by Jeff Koteles.
Police Report: Officer Walters handed out written reports with a new format. Lt Chrenenko
was introduced to the group. There were many larcenies of vehicles. Many vehicles are not
locked and provide easy access. If thieves have to break a vehicles window to get in they are
more likely to be caught. Lock your cars. The Park Motel issues from the last month are still
under consideration. There was a visit by code compliance to the Park Motel. Many new
officers are joining our community as new hires. Bike registration is available, a new system is
being set up.
Public Service Announcements from Commissioners: Jeff is working with the new BCU
president and is trying to promote Columbia Avenue for small business. He feels it gets
neglected and would like to see some financial investment on this side of town along Columbia
Ave. Jeff Domenico shared that he is not running for commission again. Several council
members thanked him for his work at getting things done in his neighborhood and taking on
“hot button” issues.

City Staff Report: Eric Morris handed out code reports. He did check into the trash issues
at the Park Motel. They are getting another dumpster. Master plan for the city is coming up.
The city has hired a consulting firm to help get input from residents to see what they think
is important. The city offered to bring consultants to our meeting and offer this ‘master
planning’ session as a special NPC 10 meeting. After much discussion it was decided to not
do it during our regular meeting and that our meeting place would not be large enough. It
was discussed that the schools may be a better place to hold these meetings. MaryJane
Cipcic will check into this with the city.
Special Presentation: Kara Werner shared information about Habitat for Humanity and it’s
programs; Homeownership, Ramp, Critical Home repair and Restore. Restore is a warehouse
like building that takes donations of building materials, household furniture, appliances, etc.
and then sells them at low costs to the community. It is open to anyone. If you have large
working items to donate they will pick them up. No televisions.
Old Business Christian brought in drawings of the building site of the Keystone Lake
Development and answered questions. The 2 proposed new units will look a bit different with
more of an apartment (mansion) style without garages. The will still be a green multi level
screening of 70 feet as proposed before. No other drive or opening is proposed. There will be
a meeting with the impacted residents of Windamere to discuss this addition with them.
Lighting for the parking lot needs to be looked at for keeping the light from disturbing residents.
With all additions completed there would be 72 units.
